White Trash Stoner Parolee Steven Mulhall, 21, Puts his picture on FaceBook holding the Judge's stolen name plate....

Status update: It was a bad idea to steal a judge's nameplate and then post a picture of yourself holding it on Facebook.

That's exactly what Steven Mulhall, 21, of Coral Springs, is accused of doing.

Mulhall posted the photograph of himself holding the stolen nameplate, which was pried from the door of Broward Circuit Judge Michael Orlando courtroom on his girlfriend's Facebook account, according to arrest records.

Deputies picked Mulhall up on Thursday and booked him into Broward County's Main jail.

"The nameplate is like only $40, not that big of a crime, but what an idiot. He puts it on Facebook," said Broward County Sheriff Al Lamberti. "Here he is flaunting it on Facebook. He violated the terms of his parole by stealing, from a judge no less. He's got multiple convictions for petty theft, so now this is a felony."

Lamberti said deputies picked up Mulhall after verifying the suspect had been in judge Orlando courtroom. The judge's nameplate was pried from the door around Feb. 23, according to the arrest report. A tip to Broward Crime Stoppers led authorities to Mulhall.

"The tipster gave us his address, name and the Facebook page," Lamberti said.

"We got the nameplate back. It will be returned to the rightful owner."

'Whites suffer more racism than blacks': Study shows white American people believe they are more discriminated against


White Americans feel they are more discriminated against than blacks, a new study reveals.
Sociologists from Harvard and Tufts universities asked 209 white and 208 black men and women to rate 'racism' against both ethnic groups since the 1950s on a scale of one to 10.

The results showed that while both blacks and whites saw anti-black racism decreasing over the decades, whites saw race relations as a 'zero sum game' where they were losing out as blacks 'gained' the advantage.

The results, published in the journal Perspectives on Psychological Science, showed that on average blacks saw anti-white bias rising slightly from 1.4 in the 1950s to 1.8 today.

Blacks also perceived that racism against themselves had steeply declined from 9.7 in the 1950s to 6.1 in the 90s.

White respondents, however, saw a very different picture.

For the 2000s, 11 per cent of whites gave anti-white bias the maximum 10 out of 10 rating, compared with only two per cent of whites who did so for anti-black bias.
Whites believed that discrimination against them had increased from an average of 1.8 in the 1950s to 4.7 in the 2000s.

All those surveyed were asked: 'Indicate how much you think blacks/whites were/are the victims of discrimination in the United States in each of the following decades.'
Responding to the results, researchers Michael Norton and Samuel Sommers said that despite predictions that Barack Obama's election in 2008 would herald a 'post racial' America, this had not in fact occurred.

They concluded: 'A flurry of legal and cultural disputes over the past decade has revealed a new race-related controversy gaining traction: an emerging belief in anti-white prejudice.

The veteran actor first met Silver six years ago at the SAG Awards, where he said he was “bowled over by her beauty.”

Chicago police officer in hot water for provocative Facebook photos - This officer may be the 1st victim of the new G.O. on websites


CHICAGO – My FOX Chicago News has obtained pictures of a Chicago police officer wearing his uniform in some very provocative photos with women wearing next to nothing.

The photos were posted on the officer's Facebook page. FOX Chicago News has three, but we've learned that until a couple of days ago, there were dozens more -- racy and raunchy and most taken while he's wearing his uniform and badge.

FOX Chicago News is not identifying the 15-year-veteran because top police brass who have seen the pictures said the only thing he's guilty of is being stupid.

Chicago Orchestra brawl: Fist fight in elite seats stuns symphony patrons

Such was the case Thursday night at Orchestra Hall in a ruckus the Chicago Symphony Orchestra officially described as “an incident” between “two patrons.” But shocked concert-goers and police called it a fist fight in one of the boxes — where the elite typically sit and expect a more refined experience.

Just as the second movement was drawing to a gentle close — with Music Director Riccardo Muti at the podium — a man in his 30s, according to police, started punching a 67-year-old man inside one of the boxes.

I. Purpose

This directive establishes guidelines and responsibilities of Department members using social media outlets.

II. Scope

For the purposes of this directive, the term "social media outlets" means any electronic communication (such as personal Web sites and outlets for social networking and microblogging) through which participants utilize online communities to share information, ideas, personal messages, and other content through an electronic format. These formats include, but are not limited to, text, video, photographs, audio, digital documents, etc.

This directive addresses the full breadth and scope of social media rather than any one particular format. The Department recognizes that as technology advances, new methods for social media participation will emerge.

III. Policy

Social media outlets, when used in a proper manner, can reinforce the Department's relationship with the public, build community support, and assist in solving crime. Department members have a constitutional right to express their views under the First Amendment. However, Department members may be subject to discipline for violating the provisions of this directive. Any social media participation made pursuant to a Department member's official duties is not considered protected speech under the First Amendment.

IV. Department Social Media Outlets

A. Procedures

1. All Department social media outlets shall be approved by the Superintendent or his or her designee and shall be administered by Public Safety Information Technology (PSIT).

2. The use of Department computers by Department members to access any social media outlets is prohibited absent prior supervisory approval.

3. Social media content shall adhere to applicable laws, the Rules and Regulations of the Chicago Police Department, and any relevant Department policies, including all information technology and records management policies.

a. Department records retention schedules shall apply to social media content.

b. Content is subject to Local Records Act (50 ILCS 205/1).

c. Content must be managed, stored, and retrievable in compliance with the Illinois Freedom of Information Act (5 ILCS 140/1) and any relevant Department directives.

B. Department members authorized to administer Department social media outlets shall:

1. conduct themselves at all times as representatives of the Department and, accordingly, shall adhere to applicable Department Rules and Regulations and Department directives.

2. not make statements indicating the guilt or innocence of any suspect or arrestee, or comments concerning pending prosecutions.

3. not post, transmit, or otherwise disseminate confidential information related to Department training, activities, or on-going investigations without express written permission.

4. comply with all copyright, trademark, and service mark restrictions in posting materials to electronic media.

5. not use personally owned devices to manage the Department's social media activities without proper approval.

6. ensure that all relevant privacy protections are maintained.

V. Department Members' Personal Use of Social Media Outlets

A. When using social media, Department members should be mindful that their communications become part of the worldwide electronic public domain. Department members should be aware that privacy settings and social media sites are subject to constant modifications, and they should never assume that personal information posted on such sites is protected or secure.

B. Department members should expect that any information that they create, transmit, download, exchange, or discuss that is available online in a public forum may be accessed by the Department without prior notice.

C. Department members are prohibited from posting, displaying, or transmitting:

1. any communications that discredit or reflect poorly on the Department, its missions or goals.

2. content that is disparaging to a person or group based on race, religion, sexual orientation, or any other protected class.

3. Department information, records, documents, video recordings, audio recordings, or photographs to which they have access as a result of their employment without the written permission from the Office of News Affairs or the Office of the Superintendent.

4. any references to any other Department member's employment by the Department without that person's consent.

5. any intellectual property of the Department or the City of Chicago without the specific authorization of the Superintendent or his or her designee. Department or City of Chicago intellectual property includes but is not limited to logos, uniforms, official photographs, audio/video files, or any text documents (paper or electronic).

While 1000's of citizens lined the streets to pay respect to Corporal Conner Lowry, the City Dept. of Revenue was writing tickets



The City of Chicago Department of Revenue was writing tickets to cars illegal parked who came to pay respect to Corporal Conner Lowry.

The black male ticket writer was approached by CFD and CPD personnel in the 10400 Block of South Talman and was informed that due to the thousands of people present for the funeral procession of the killed US Marine, some cars are illegally parked.

The response by the ticket writer? "Oh Well..." and kept writing tickets.

The Commander of 22 went on the Zone and informed the Zone to notify the Dept. of Revenue so no tickets are written...Later the Zone informed the Commander... The Dept. of Revenue needs a fax in writing for this request.

Needless to say, before it was over, some tickets were issued and then the shithead ticket writer was last seen fleeing the area on his bike.

An embarrassed City Hall on Friday ordered parking enforcement aides to “immediately” stop ticketing the cars of people who turned out to honor Cpl. Conner Lowry, a Brother Rice graduate, during the Southwest Side funeral, city officials said in a statement.

Mayor Rahm Emanuel was “livid” after learning about the tickets, NBC5 Chicago reported.

•“The city recognizes these vehicles were parked temporarily under special circumstances to honor a fallen soldier,” the city Revenue Department said in a statement. “As soon as this was brought to the city’s attention, parking enforcement aides were instructed to stop immediately and complied with this directive.

“All tickets issued in the vicinity during the time of the procession have been voided. We express our sincerest condolences to the family of Corporal Conner Lowry as all of us grieve his passing.”

Chicago Police Superintendent Francis O'Neill August 28, 1848 – January 26, 1936 (Aged 87)
Joined the CPD in 1873 and was Supt. from 1901 to 1905. During that time frame the CPD Superintendent was referred to as Chief of Police or General Superintendent.

Francis O'Neill (August 28, 1848–January 26, 1936) was an Irish-born American police officer and collector of Irish traditional music.

O'Neill was born in Tralibane, near Bantry, County Cork. At an early age he heard the music of local musicians, among them Peter Hagarty, Cormac Murphy and Timothy Dowling. At the age of 16, he became a cabin boy on an English merchant vessel. On a voyage to New York, he met Anna Rogers, a young emigrant whom he later married in Bloomington, Illinois. The O'Neills moved to Chicago, and in 1873 O'Neill became a Chicago policeman. He rose through the ranks quickly, eventually serving as the Chief of Police from 1901 to 1905. He had the rare distinction, in a time when political "pull" counted for more than competence, of being re-appointed twice to the position by two different mayors.

During his time as chief, O'Neill recruited many traditional Irish musicians into the police force, including Patrick O'Mahony, James O'Neill, Bernard Delaney, John McFadden and James Early. He also collected tunes from some of the major performers of the time including Patsy Touhey, who regularly sent O'Neill wax cylinders and visited him in Chicago. He also collected tunes from a wide variety of printed sources.

O'Neill retired from the police force in 1905. After that, he devoted much of his energy to publishing the music he had collected. His musical works include:

It is indeed sad.

What is sadder still is that the current climate of the NYPD, in it's relentless NUMBERS FOR THE SAKE OF NUMBERS mode, will likely produce a few more tragedies of this type.

I mean really....WTF could possibly motivate NYC police officers to place themselves in such legal jeopardy for something so utterly MEANINGLESS and un-beneficial to their own lives?

I KNOW that doing police work is often spent in a gray area and that precious few things are LEGALLY black and white.

However, there are ways of cutting corners that are acceptable and there are ways of cutting corners that will surely get you indicted and prosecuted IF it should ever come to light.

I'm going to make it very simple for the simpletons to understand because these cow eyed a s s holes are STILL willing to jump through flaming hoops of fire to appease the Precinct C.O. and the occupants of the
S h i t Colored Temple of Doom....

Today, you cut corners to do their bidding. That's great. They promised you X, Y & Z because your going out on a limb garners them a few more collars in the PSB column of the CompStat Report. A couple more collars than last year, which is what some ambitious, Narcissistic, "movin' on up" a s s hole needs to get to Deputy Inspector.

It's all great and maybe the SOL even gets Special Assignment money. Well, that's what they promised to put him in for anyway.

However, just remember Corner Cutters and End Justifies The Meaners...in your zeal to get those numbers, you are likely p i s s i n g off some of the folks that you work with and you are surely p i s s in g off the mutts whose civil rights you are cavalierly violating to "make the number".

This game has gone on for a long time. Surely, people in the inner city are "dirty" and those in the drug netherworld can be f u c k e d with to a certain extent and no one believes most of the s h i t that emanates from their pie holes.

That said, occasionally, a "real person" gets grabbed up with the rest of the s h i t. These "real people" are sometimes tax payers who know local politicians and they know how to make a stink. As a result, the flood gates will sometimes open up.

When that happens, remember WHY you originally prostituted yourself, went balls to the wall and brought a whole world of s h i t down on yourself. And don't think that the guy who you were going out on a limb for is going to come to your rescue. You have outlived your use-fullness to him. You are now a liability and you will be fortunate to escape with Departmental Charges. Ever heard of "plausible deniability "? Well, you are now an EXAMPLE of it.

To placate you, the C.O. will likely write up a nice testament to your greatness to the Department Advocate but unfortunately that will ultimately amount to a small squirt of p i s s. You are on your own. A delegate will likely pat you on the back and tell you how " f u c k e d up it is that you got used" but you already know this.

This Gospel truth should be disregarded at your own peril.

UNFUCKINGBELIEVABLE: Judges orders $128 million paid in NYC firefighter bias case & forced hiring of hundreds of minorities


A U.S. district judge ordered New York City to pay $128 million in to firefighters who allege the city used an entrance exam that deliberately sought to keep African-Americans and Latino Americans off the force. The judge also ordered the FDNY to hire 293 black and Latino applicants.

"It has been in the city's power to prevent or remedy the need for damages proceedings for a decade, and it has not done so," U.S. District Judge Nicholas G. Garufis said in his ruling on the class action lawsuit. He called it the "consequences of the city's decision to ignore clear violations of federal law."

The federal government had sued the city (United States of America and Vulcan Society Inc. vs. City of New York) over fire department entrance exams they said discriminated against black and Latino applicants. A group of black firefighters alleged the city had intentionally discriminated against them, violating Title VII, the U.S. Constitution and state law.

The lawsuit alleged that the exams had little to do with firefighting and instead focused on cognitive and reading skills. Because of the hereditary nature of the fire department, white candidates were recruited and supported throughout the application process by family or neighborhood contacts and whites consistently passed while minority candidates failed.

"There has been one persistent stain on the Fire Department's record," the lawsuit said. "For decades, black and other minority firefighters have been severely underrepresented in the Department's ranks.

"According to the most recent census data, black residents make up 25.6% of New York City's population; when this case was filed in 2007, black firefighters accounted for only 3.4% of the Department's force. In other words, in a city of over eight million people, and out of a force with 8,998 firefighters, there were only 303 black firefighters.

"This pattern of underrepresentation has remained essentially unchanged since at least the 1960s. While the city's other uniformed services have made rapid progress integrating black members into their ranks, the Fire Department has stagnated and at times retrogressed."

Michael A. Cardozo, New York City's corporation counsel, disputed the decision. "We believe the court's latest opinion is erroneous and, in any event, is the first step in a lengthy process. As the court itself noted, any damages the city ultimately must pay will be reduced by the amount each member of the class earned. When all the proceedings have been completed, the damages, if any, that the city will have to pay will be far less than $128 million," he said.

In court documents, the city said of the judge's finding of bias: "Under the Court's faulty analysis, any rational jury would necessarily find that the City deliberately used facially neutral exams to suppress black employment even as it conducted a targeted multi-million-dollar minority recruitment campaign, enlisted Columbia University to study methods of maximizing FDNY diversity, increased the minority composition of its other uniformed services, engaged an expert with a mandate to design an improved exam, and devised a panoply of other devices to diversify the FDNY's ranks"

The lack of minorities in U.S. fire departments has been the focus of many lawsuits. The last available national figures, from the 2000 census, show 8.4% of the nation's firefighting forces to be black and 8.6% to be Latino. Blacks are 12.2% of the population; Latinos are roughly 16%. However, other big cities have made much faster progress at diversifying their ranks. More than half of the Philadelphia and Los Angeles fire departments members are black or Latino.

Lawyers for the firefighters who sued said the decision would mean payments to black and Latino applicants to the New York Fire Department who were never hired or hired late from the 1999 and 2002 eligibility lists that resulted from exams given those years.

Paul Washington, past president of the Vulcan Society, said: "The Vulcan Society has been fighting for almost 75 years to open the doors of the Fire Department to black firefighters. This is a great victory for those who have been excluded from serving our city because of their race. We hope the FDNY moves quickly to welcome the 293 Black and Latino applicants who are entitled to be hired, and we look forward to serving with them."

Puetz said he took off after the Negro mugger and stayed on his trail across a parking lot and into an alley, even when the suspect claimed to have a gun. He finally tackled the man in the 3000 block of North Karlov Avenue, about two blocks away, and held him until police arrived.

Jody Weis "resigns" (Thrown Out) of the Chicago Crime Commission to "Pursue" other interests

Former Chicago police superintendent Jody Weis resigned Friday from his leadership post at the Chicago Crime Commission after eight months on the job.

Weis left the organization, which advocates for "sensible and promising" law enforcement programs and polices, to pursue other interests, including teaching, research and private industry, the commission said in a statement.

"I feel extremely fortunate to have been a part of such a terrific organization and learn first-hand the role non-profit organizations can play in support of the men and women on the front lines keeping our city safe. It has been an honor and a pleasure to have served the Chicago Crime Commission, its devoted membership, and the City of Chicago," said Weis.

Chairman J.R. Davis will take over as president.

Waukegan police have launched a homicide investigation after a 29-year-old man was fatally shot in the head in the far northern suburb. The shooting happened at about 4:45 p.m. in the parking lot of a Burger King at 3140 W. Belvidere Rd., said Waukegan Police Comdr. Gabriel Guzman. The man and another person were involved in an argument that escalated and ended up with the man being shot in the head, said Guzman. No one was in custody, police said.

O’Donnell’s move would be, by far, the bigger blow. It threatens to turn the Harpo Studios complex that talk show diva Oprah Winfrey built and made famous into a ghost town. That could have a deleterious ripple effect on the Near West Side, just as Oprah’s presence there helped rebuild the neighborhood.

Although Rosie’s return to her hometown is not official yet, Emanuel talked about it Thursday as if the move were a fait accompli.

He was standing next to New York Mayor Michael Bloomberg, whose gain is Chicago’s loss. They were together for an international conference on sustainability.

LOS ANGELES, CA - A jury found former Los Angeles Police Det. Stephanie Lazarus guilty of murdering the wife of a man who had spurned her, bringing an end to a remarkable case in which a new generation of the LAPD redeemed the failures of a past one.

On Thursday, after little more than a day of deliberation, the panel of eight women and four men concluded that Lazarus brutally beat and then shot Sherri Rasmussen three times in the chest on Feb. 24, 1986. Three months before the attack, Rasmussen, a 29-year-old hospital nursing director, had married John Ruetten, who dated Lazarus casually for a few years leading up to the wedding.

The verdict broke a tense silence in a cramped downtown Los Angeles courtroom full of the victim's family, relatives of Lazarus and journalists.

Deadly robbery by colored boy fuels push in Merrillville, IN for more police funding for more cops
MERRILLVILLE Some town leaders want to pursue a property tax referendum to provide more funding to the Merrillville Police Department.

Sunday's slaying at Lucky Mart Foods contributed to Clerk-Treasurer Eugene Guernsey's decision to seek the referendum, he said.

Judi Simpson-Beaver, 48, of Merrillville, was shot to death during an armed robbery at the store. Jeremy Kale Blue, 20, of Merrillville, is accused of killing the woman and stealing an undetermined amount of money.

Guernsey said the department is short staffed. It's necessary to raise property taxes to hire more police officers and provide raises to the department, he said.

The town hasn't yet developed figures for the property tax referendum, Guernsey said.

Because of the preparation work, Merrillville would not be able to have its referendum on the ballot in May, he said. It could be on November's ballot, he said.

Guernsey said he has contacted Town Council members Shawn Pettit, Carol Miano and Don Spann about the referendum and they are willing to move forward with it.

A local attorney has agreed to provide free legal services to the town as it develops the proposal, Guernsey said.

Pettit said Merrillville has taken many steps to save money, including reducing staff, adjusting health insurance benefits and privatizing its emergency medical services, but the town needs more financial assistance to improve public safety.

"I don't know what else we can do," Pettit said.

He said the Police Department is doing a "phenomenal job" protecting the town on limited funds. He agrees more money is needed to increase the police force.

Pettit also would like the property tax referendum to increase funding for improving Merrillville's infrastructure, he said.

Firefighters called to West Side police station for fumes - Terrorists or something simple??? We just lost a south side officer from cleaning fumes.

Chicago firefighters were called to the Ogden Dstrict police station on the West Side this morning after several officers reported irritation to their eyes and throat, officials said. Fumes from a cleaning solution apparently caused the problem at the station at 3315 W. Ogden Avenue, said Police News Affairs Officer Robert Perez. A Level 1 Hazmat situation was called around 9 a.m., he said. A Fire Department spokesman said firefighters were at the scene.

Park Ridge police lieutenant criminal charges dismissed by judge


A Cook County judge has dismissed criminal charges against a veteran Park Ridge police lieutenant accused of beating two teenagers in 2006, saying prosecutors violated due process by having the charges sealed while they investigated allegations of a coverup within the department.

Judge Nicholas Ford threw out charges of aggravated battery and official misconduct against Jason Leavitt on Tuesday.

Detectives find relatives of dead 1950s TV twins

Authorities said Wednesday that they have contacted relatives of the Miller sisters, who appeared in TV shows in the 1950s. The women were found dead last month, and officials took the unusual step of publicizing their deaths in hopes of finding relatives.

Sheriff’s officials had been struggling to find a family member to notify about the deaths of Patricia and Joan Miller.

In their last decades, the sisters were recluses, isolated in their Lake Tahoe home, sheriff’s officials said. It's likely they were dead for several weeks before their bodies were found, said El Dorado County Sheriff’s Det. Matt Harwood.

Over the last two days, officials have received numerous calls and emails. Then, investigators got in touch with three distant cousins, according to the Associated Press.

The 73-year-old twins were found after volunteers arrived at their home for a welfare check Feb. 25 and did not get an answer. Deputies entered the home and found the sisters' bodies, one in her bedroom, the other in a hallway just outside. Foul play has been ruled out.

Medical examiners were performing tests to determine an exact time of death.

Since then, detectives have combed through pictures and documents trying to find a relative to notify. They found a photo of the twins as young girls sitting on Bing Crosby’s lap and another of the pair in tap shoes.

Detectives learned they appeared regularly on the weekly television show "The Hoffman Hayride" in the 1950s and that they entertained troops at several military bases.

But they have found almost nothing about the twins' family.

2 Chicago police officers injured in car crash


Two Chicago police officers were taken to John H. Stroger, Jr. Hospital of Cook County after they were injured in a car accident about 10:40 p.m. Wednesday.

The officers were heading to a call with their "emergency equipment" engaged, Chicago Police News Affairs Officer Hector Alfaro said.

A Chrysler car failed to yield the right of way and the cop car struck the Chrysler going through an intersection at 29th and Halsted streets, he said.

Four months after 45-year-old Darrin Hanna’s death sparked public protests against the North Chicago police, the Lake County Coroner has determined that his death was caused in part by trauma inflicted by police and shocks from a Taser, an official said today.

Hanna died Nov. 13, a week after police intervened in an alleged domestic incident at his home, but authorities had never explicitly connected his death with his treatment by police.

Lake County Coroner Artis Yancey released a statement this afternoon saying that Hanna’s death resulted from a variety of complications, including “physical trauma and restraint” and Taser shocks suffered during the confrontation with officers.

Other factors included “acute and chronic cocaine abuse,” badly managed high blood pressure and insufficient kidney function, Yancey said.

Each factor contributed to multiple organ failure related to Hanna’s sickle cell disease, Yancey said.

Hanna’s mother, Gloria Carr, was upset that the coroner’s statement did not emphasize that the beating by police caused her son’s death rather than the other factors.

“I’m upset,” she said. “They’re trying to put other things before trauma. Trauma at the hands of police should have been the first thing.”

She said her son did have problems with sickle cell trait, which is not as severe as sickle cell disease, but had not been hospitalized for it for a couple of years.

She acknowledged that he used cocaine, but said he was an occasional user who was trying to clean up, not chronic. And she said her son never had kidney problems or dialysis until after the arrest.

“I hope the state’s attorney prosecutes these officers,” she said, “even though (the coroner is) trying to say it’s something else.”

Also today, the Illinois State Police delivered the results of an investigation into Hanna’s death to the Lake County state’s attorney’s office, which will determine whether anyone should be charged criminally, said Monique Bond, state police spokeswoman.

Seven officers who were involved in the incident were placed on desk duty shortly after Hanna died, and his family has called for criminal charges against those officers.

Illinois House kills stun gun reporting measure

SPRINGFIELD — The Illinois House on Wednesday resoundingly defeated a measure that would have required police officers to report more details about cases when they use stun guns.

The vote took place as more than 1,000 gun rights activists marched on the Capitol to push for legislation to allow Illinois residents to carry concealed weapons and to protest Mayor Rahm Emanuel's proposal to register handguns.

State Rep. Monique "Itchy Twat" Davis, D-Chicago, pleaded with colleagues to approve the broader reporting of stun gun use by law enforcement throughout Illinois, but opponents argued the measure would overburden local police.

The Department recognizes that certain major life events and special occasions (e.g. out of state events, graduations, weddings, etc.) not under or within the control of a Department member may and will arise during the 16 - 22 May 2012. The Department will attempt to address individual hardships, should they arise, via the following process.

Major Life Events

The member will submit his or her request to use a Personal Day(s) through the chain of command to the First Deputy Superintendent. The requesting member will submit an Overtime/Compensatory Time Report along with a To-From Report and supporting documentation.

Cancellation of Day Off

In addition, if a major life event is scheduled for a regular day off (RDO) from 16 - 22 May 2012, members are encouraged to submit a To - From Report requesting to be excused from having his or her RDO cancelled, if cancellations are necessary. The report will identify the major life event and should include supporting documentation. The report will be submitted through the chain of command to the
First Deputy Superintendent.

All requests will be reviewed on a case by case basis. All decisions made will be final. Unit Commanders will monitor and maintain a record of all requests prior to submission to the Office of the First Deputy Superintendent. All requests must be submitted by Monday, 30 April 2012.

This process applies to ALL sworn members.

A gunman chased down and killed a 43-year-old man once accused of murder on a street on the city's Southeast Side, police said today. The shooting happened just after 10:30 p.m. Tuesday in the 3000 block of East 79th Place just several blocks from Rainbow Beach Park, according to Chicago police. Killed was Eddie Coleman, who lived on the block where he was wounded, according to the Cook County medical examiner's office and court records.

Florida mom accused of selling sex with daughter, 6, to buy drugs - Once again an INTER-RACIAL RELATIONSHIP ends tragically

JACKSONVILLE BEACH, Fla. – Police accused a Florida mom of selling sex with her six-year-old daughter to pay for drugs, the Florida Times-Union reported Tuesday.

Police began investigating Jacksonville Beach resident Dalina Nicholas, 35, when a homeless man, who had been doing drugs at Nicholas's home, told officers he witnessed child abuse there.

Investigators then interviewed the six-year-old girl, who was in the custody of Nicholas's parents, and she told them about sexual attacks by three men, as well as physical abuse.

City police chief Bruce Thomason told the newspaper that Nicholas had been selling her daughter for various sex acts to support herself and her drug habit.

"I can't think of an adjective that's bad enough to describe [the allegations]," Thomason said.

When police attempted to arrest Nicholas she had fled the area.

Nicolas was arrested as a fugitive from justice in Georgia and is due to be extradited to Jacksonville Beach as early as this week. She denies the allegations.

Her mother, who has not been identified, claims that her daughter was also sexually abused by drug dealers and did not know about the abuse of her daughter.

Cops charged Quinn Brooks, 56, and John Hagans, 47, with capital sexual battery in the case and at least one other suspect is being sought.

Indiana correctional officer killed, three others officers injured in hit-and-run accident

A female Lake County Indiana Correctional Officer was killed and three other offciers were injured when they were struck by a hit-and-run driver as the four were jogging Tuesday evening, officials said.

The accident happened on 93rd Avenue and Main Street in Crown Point at about 7 p.m., according to a Lake County Indiana Sheriff's spokeswoman.

The four officers, who included two men and two females, were jogging when they were struck by the vehicle, described as a dark colored SUV, which then fled, the spokeswoman said.

One of the officers, a female was pronounced dead at the scene.

A Chicago man accused of killing an Indian Head Park teenager in her home will be evaluated to see if he’s fit to stand trial, a Cook County judge ordered Tuesday after questioning the man with mixed results. John L. Wilson Jr. will undergo a psychiatric evaluation to test his fitness, Judge John J. Hynes said. Wilson’s attorney, John P. Carroll did not object. Wilson is scheduled to return to court April 23. He is charged with murder, armed robbery, residential burglary, home invasion and aggravated unlawful restraint. Prosecutors said he was on parole when he fatally stabbed Kelli O’Laughlin in her home on Oct. 27.

Parents of colored hearing-impaired student sue St. Scholastica High School after expulsion for "Not Listening"

The parents of a hearing-impaired girl have sued St. Scholastica High School after the girl was expelled for discipline problems that included not listening to her teachers.

Aamed Pryor and Niya Jackson claim staff at the West Rogers Park Catholic school was well aware their daughter, who enrolled at the school as a freshman in 2008, had a hearing problem.

The girl was expelled from the school, 7416 N. Ridge Blvd., at the end of the fall semester this December after a string of disciplinary “referrals” for offenses that included failure to listen, disrespect and failure to respond to teacher requests.

SMILEY FACE SERIAL KILLER BACKGROUND

Retired detectives suspect young men targeted for death by drowning


Could a national gang of killers that leaves smiley-face calling cards be getting away with murdering dozens of male college students by making all the deaths look like accidents?

That’s what two retired New York police detectives think, after spending their own money to link as many as 40 drowning deaths of otherwise healthy young men, many of them athletes.

“This is a nationwide organization that revels in killing young men," Prof. D. Lee Gilbertson of St. Cloud State University said in a report filed Tuesday for TODAY by NBC’s Lee Cowan.

“We are talking about specifically targeting a small, narrow group of individuals for murder," said Kevin Gannon, who is now asking the FBI to step into the investigation he and Anthony Duarte began when both were working for the N.Y. Police Department.

It began with the 1997 death of Patrick McNeill, a young man whose body was found in the Hudson River after he had gone missing after a night on the town. McNeill had been drinking and the death was ruled a suicide. His parents refused to believe that, and Gannon, then a detective sergeant, told McNeill’s parents he would never give up on the case.

Gannon’s been good to his word, mortgaging his own house to keep the investigation alive. Working with fellow retired detective Anthony Duarte and looking into nearly 90 separate cases, he’s concluded that McNeill’s death is linked to at least 40 others that have occurred in 11 different states.

Most of what the detectives are calling murders occurred in the Midwest during the winter months. Almost all involved popular athletes with good grades. Most had been drinking before they disappeared and their bodies subsequently found in near-frozen bodies of water.

The link they think they’ve found is a smiley-face symbol drawn near where many of the drowning victims’ bodies have been discovered.

“This is what we saw,” Gannon said. “They're happy, as most serial killers are, and very content with their work and what they're doing and the fact that they're thwarting police."

“Local police departments are skeptical,” Cowan reported, “saying the team didn't produce any new evidence, just a theory, pointing out smiley faces — as well as other graffiti the investigators are using to link the deaths — are all pretty common.”

But parents of victims are lining up behind Gannon and Duarte. Among them is Bill Kruziki, himself a policeman, whose son, Matthew, disappeared on Christmas Eve in 2005 after a night of drinking in East Dubuque, Ill. His body was found three months later in the Mississippi River. He had drowned, but the coroner never determined whether it was an accident, suicide or murder.

"There is an instance in every one of them that doesn't make sense, something unexplainable, they vanished from this earth,” Kruziki told NBC News.

Another death thought to fit the pattern is that of Adam Falcon, a student at St. Lawrence University in Canton, N.Y., who drowned in 2004.

"We do want to know truthfully what happened to our son," said his mother, Carla Falcon.

Families want answers
One of the deaths in the group Gannon and Duarte are investigating has been ruled a homicide. The victim was Chris Jenkins and the year was 2002. Like the others, Jenkins’ case was originally thought to be an accidental drowning, but police in Minneapolis, where the death occurred, later concluded that Jenkins had been abducted in a van and tortured before being drowned in the Mississippi River.

Despite the passage of six years, the pain never goes away, according to his mother, Jan Jenkins, who said, "Closure is a funny word; we cry every day."

Gannon and Duarte have exhausted their personal funds. They recently held a news conference in New York to appeal for money to continue the investigation and to get federal investigators involved. They’ve had a hard time convincing others in law enforcement that there is anything to investigate in what most see as unrelated accidental deaths.

As Cowan reported for NBC: “The idea of some sinister national gang out killing young college men is a hard theory to sell. But to the parents who have lost a son, a far-fetched reason is better than no reason at all.”

The colored welfare parents of a 3-year-old girl had some explaining to do after they forgot their daughter at a Chuck E Cheese and did not realize it until they saw her picture on the evening news.

The girl, named Harmony, was left behind at the theme restaurant in Bel Air, Md., after she attended a large party with her parents. According to a report from the Harford County Sheriff’s Office, both of Harmony’s parents, who share custody, assumed the girl had gone home with other relatives.

A restaurant manager alerted sheriff’s deputies around 8 p.m. that the girl had been left alone after Harmony approached a staff member to say she was thirsty.

Unable to locate the 3-year-old girl’s parents, the deputies asked local news media to put Harmony’s picture on the evening news.

Shortly after Harmony’s picture showed up on the 11 p.m. newscast, multiple phone calls came into the Sheriff’s Office, including calls from the girl’s parents. After police determined that Harmony’s abandonment was inadvertent, Child Protective Services released her to her mother, and no charges are expected to be filed.

Calls to the Harford County Sheriff’s Office from ABC News were not immediately returned.
