Danish police recruit the region's robbers in effort to stem surge in burglaries

COPENHAGEN, Denmark - What to do when burglaries get out of hand?

In Denmark, police think they might have the answer: Turn to the experts themselves, the housebreakers.

Northern Zealand police spokesman Finn Bernth Andersen says burglars caught red-handed in the district will be asked to participate in an anonymous questionnaire about their profession.

The region, which has seen a 60 percent annual surge in break-ins in some areas, will ask robbers questions about their typical targets, motives and disposal methods for stolen goods.

Bernth Andersen conceded that police are not sure of the project's success but said Thursday "we'll do anything we can to lower the number (of burglaries)."

The project is planned to last a few months.

Cook County’s Chief Judge Tim Evans defends large amount of sick days use by judges

Cook County’s Chief Judge Tim Evans (former Chicago Alderman) has issued a rare letter defending jurists’ use of sick days after nearly 5 percent of all Cook County Circuit Court judges took more than six weeks of sick time last year — including one judge who has been out of work for more than 10 months after a shoulder injury.

Cook County Chief Judge Tim Evans sent the letter this week after Illinois Supreme Court Justice Anne M. Burke inquired about the absences.

He confirmed that 20 of the system’s 411 judges had taken more than 30 sick days in the last year.

“I write today in response to your inquiry yesterday of what you characterized as rumors of unexplained or suspicious ‘judicial absences of weeks or months at a time’ by judges who are assigned to the Circuit Court of Cook County,” Evans said in his Feb. 15th letter, which was obtained by the Sun-Times.

He explained that judges may take less than 30 days of sick time in a year “without medical verification” but couldn’t exceed that amount without a doctor’s note.

While he redacted their names, Evans provided a list of 20 judges who had exceeded the 30 days, including one who took 206 days — far and away the most — after a rotator cuff injury, sources say. Another took 43 paternity days “due to complications of birth of triplets,” the letter states.

“Our judges are human and are vulnerable to the same human frailties as any other human being may be and had to take time off for treatment associated with a full range of medical ailments from the common cold to terminal cancer,” Evans wrote.

Regarding vacation days, Evans said that 4.4 percent of judges, or 18, took more than 30 days off last year. While judges get up to five weeks each year of so-called “permitted leave,” they can carry over unused days from the previous year.

“The average number of days for those 18 judges was 34 days instead of 30 days,” Evans wrote.

Evans couldn’t be reached for comment, but he sent his letter to all 411 judges, sources confirm.

Burke — who is chief justice of the Supreme Court, which sets the rules for Illinois’ lower courts — also couldn’t be reached for comment. It’s not clear what prompted her initial letter.

“Justice Burke made some inquiries and Chief Judge Evans was in the process of responding to them,” Supreme Court spokesman Joseph Tybor said Friday.

Stolen U-Haul hits Chicago cop car, evades police

Immigration agent hailed as hero for halting gunman's attack - ICE Agent who went postal was ID'ed as Ezequiel Garcia

Authorities hailed an Immigration and Customs Enforcement supervisor as a hero after he shot a fellow employee who had opened fire in a Long Beach federal office, seriously wounding another agent.

Kevin Kozak, 51, a second-in-command of ICE in Los Angeles, suffered six gunshot wounds to his legs, upper torso and hands. Authorities identified the shooter as Ezequiel Garcia, 45, a supervisory agent, who was shot to death by another supervisor in the office after wounding Kozak.

Authorities did not identify the supervisor who shot Garcia.

Kozak, who previously served as acting head of ICE’s Los Angeles operations, remains hospitalized but is in stable condition, and is alert and talking, officials said at a news conference.

Garcia, who oversaw a squad investigating benefit fraud, was being “counseled” about his job performance when the discussion escalated, leading to the shooting, said Steve Martinez, assistant director in charge of the FBI.

“Kozak is alive today because of the heroic action of another ICE supervisor,” said Claude Arnold, special agent in charge for ICE in Los Angeles. “This is the first time anything of this nature has occurred within ICE."

Chicago consumers of soda pop, energy drinks and other sugary beverages should pay a tax — anywhere from 15 to 30 cents a container to a penny an ounce — to curb soaring obesity rates, an influential alderman said Thursday.

Ald. George Cardenas (12th), chairman of the City Council’s Health Committee, says it’s time to hit people where it hurts — in the wallet — to discourage them from guzzling high-calorie drinks that pack on the pounds.

At Wednesday’s City Council meeting, Cardenas introduced a resolution calling for hearings on the “effect of sugar beverages on obesity” and on the “implications of imposing higher sales taxes on such beverages.”

Last October the Tribune wrote about the officer, Gildardo Sierra, after he shot three men – two fatally – in separate incidents in a six-month period.

McCarthy had told the Tribune that the first two shootings were justified but that the officer should have been taken off the street and assigned to desk duty before the third shooting.

FAYETTEVILLE, NC - A Raleigh Police Department detective was charged Thursday with promoting and participating in the prostitution of a minor in Fayetteville. Bradshaw was charged with misdemeanor solicitation for prostitution. Now here is one STUPID SHITHEAD! Washington DC colored man’s ‘NO TAGS’ vanity plate earns him $20,000 in tickets

Washington, D.C. driver Danny White thought he had a really good idea for a joke. But the joke's on him--to the tune of $20,000, reports local affiliate NBC4.

White's prank started 25 years ago when he got a vanity license plate reading, "NO TAGS." He told NBC4 that he was "Just having fun!" and that "D.C. don't get the joke. They don't get it."

The issue? Each time a car without proper identification is cited for a violation, a DMV employee enters "NO TAGS" into their paperwork. Because White's vanity plate is registered with the District of Columbia's DMV, his name and vehicle appear in the computer's system whenever a "NO TAGS" violation is entered. Notices for the fines are then mailed to White's residence.

Vanity tags have a long history of causing trouble for the DMV and other motorists; White is hardly alone in becoming a target for bad ticket karma. In 2006, the Los Angeles Times reported on California driver Nick Vautier, who got into trouble over his personalized license plate, which simply contained his initials, "NV." Unfortunately for Vautier, "NV" is also the California DMV's code for when a vehicle's plates are "Not Visible."

"I started to get random parking tickets from Los Angeles, where my car has never been," Vautier told the LAT. "For every type of car. Except a Mazda. Which is what I drive."

Vautier eventually gave up his vanity plate, which White refuses to do.

'Underwear bomber' gets life in prison for 2009 airliner attack - Bomb failed to go off due to his underwear being so filthy and crusty

Umar Farouk Abdulmutallab, who hid a bomb in his underwear on a suicide mission for Al Qaeda, was sentenced Thursday to life in prison for his failed attempt to bring down a passenger airliner on Christmas Day 2009.

Thursday's sentencing had been expected ever since Abdulmutallab, who became known as the underwear bomber, abruptly ended his trial in October by pleading guilty to federal charges.

City of Chicago will pay over $6 million dollars to wrongfully arrested war protesters... But the CPD brass who made this decision... PROMOTED....

The city of Chicago will be forced to pay $6.2 million to over 700 protesters that were arrested in 2003.

Almost nine years ago, tens of thousands of protesters flooded the streets of Chicago to protest the invasion of Iraq, one of the longest wars in US history.

On Thursday lawyers on both sides of the table agreed to the sum in the class-action law that charges Chicago PD of unlawfully arresting peaceful protesters, bypassing the need for a trial that was set to kick off late March.

According to the protesters, Chicago police arrested hundreds of demonstrators without being ordered by law enforcement officials to break up the demonstration.

"I hope it sends a message that they need to treat us like citizens and not combatants," Cheryl Angelaccio, a protestor arrested in the anti-war protest, told ABC Chicago.

Lawyers of the nearly 800 plaintiffs’ see the settlement as an important victory that shows law enforcement across the country that people must be permitted to exercise their first amendment rights.

Sheriff Joe Arpaio Detectives Arrest 12 Illegal Aliens Smuggled into U.S. (Fought with Officers)

Despite being persecuted by the Department of Justice, despite a Federal judge’s Kafkaesque order prohibiting his office from arresting illegals “based solely on the suspicion that they’re in the country illegally”, Maricopa County Sheriff Joe Arpaio and his staff continue to work hard every day to keep illegal aliens out of Arizona – and every other state in the union.

The frontline war in Maricopa was particularly intense over the past several days, as 20 illegal aliens have been arrested by MSCO on smuggling charges. Most recently, MCSO Human Smuggling detectives arrested 12 illegal aliens while being smuggled through the North East Valley of Maricopa County from Mexico.

During the incident, two illegal aliens, believed to be the group’s leaders, fought with detectives, in an attempt to keep the remaining suspects from being arrested. During this struggle, the 10 remaining illegal aliens attempted to flee on foot into the desert, but were pursued and captured. As a result of the fight with deputies, one suspect was taken to a local hospital for treatment of minor injuries.

Sheriff Arpaio said:

“Violence against my deputies apparently is on the rise. Still, that will not deter us from enforcing the law. In fact, I am planning a crime suppression operation in the near future during which I will utilize my air posse.”

All of the suspects admitted to being in the country illegally and told deputies they crossed the border near Nogales. The suspects were on their way to New York, Texas, Colorado and Minnesota. All suspects were identified as Mexican Nationals.

This incident followed the night before, when 6 more illegals were arrested, hiding in a Winstar van. All 8 were headed to California, and one of the illegal aliens was a fugitive out of Oregon wanted for burglary.

Sheriff Joe is under siege from all sides. Why? Because MCSO is too effective at stopping illegals from passing through Arizona – the gateway for entry into the U.S. – and Obama cannot afford to let that happen. Arpaio apprehends a stunning 25% of all criminal illegal aliens in the entire United States every year, keeping illegals out of Arizona cities, but also out of America’s cities as well.

Remember that out of the 20 illegals mentioned above who were apprehended over the past 4 days – all 20 were headed to states other than Arizona – where recently passed laws, such as mandatory E-Verify, employer sanctions, a ban on day laborer solicitation, ban on welfare and services for illegals, and of course S.B. 1070, have made the state inhospitable to illegal aliens.

Until every state has laws like Arizona, it is reassuring to know that Sheriff Joe is on the beat. And he is not backing down.

YOUR CHILD WILL EAT WHAT MICHELLE OBAMA SAYS TO EAT! Preschooler's homemade lunch confiscated replaced with nuggets

A Hoke County preschooler was fed chicken nuggets for lunch because a state worker felt that her homemade lunch did not have enough nutritional value, according to a report by the Carolina Journal.

The West Hoke Elementary School student was in her More at Four classroom when a state agent who was inspecting lunch boxes decided that her packed lunch — which consisted of a turkey and cheese sandwich, a banana, apple juice and potato chips — “did not meet U.S. Department of Agriculture guidelines,” the Journal reports.

The decision was made under consideration of a regulation put in place by the the Division of Child Development and Early Education at the Department of Health and Human Services, which requires all lunches served in pre-kindergarten programs to meet USDA guidelines.

“When home-packed lunches do not include all of the required items, child care providers must supplement them with the missing ones,” the Journal reports.

The student’s mother told the Journal she received a note from the school about the incident and was charged $1.25 for the cafeteria tray, from which her daughter only ate three chicken nuggets.

The note explained how students who did not bring “healthy lunches” would be offered the missing portions and that parents could be charged for the cost of the cafeteria food, the Journal reports.

The mother, who was not identified in the report, expressed concern about school officials telling her daughter that she wasn’t “packing her lunch box properly.”

Judge throws out racial profiling suit against two white Indiana police officers

A federal judge has dismissed a civil lawsuit that accused two Lake County, Ind. police officers of racial profiling and excessive force. The judge ruled Monday there was no evidence Corey Shepard was treated differently during a 2007 traffic stop because he is black.

The judge also dismissed Shepard's claims that the two Lake County police officers used excessive force while arresting him during the traffic stop, saying it was Shepard's own lack of cooperation that necessitated the use of any force. Shepard was the passenger but had an outstanding arrest warrant.

I figured out why they brought the G8 and Nato Summit to Chicago

In the coming months or years Chicago is going to have to do what Wisconsin has recently done. The Daley administration stole so much money the City of Chicago is beyond broke. It is in the hole billions in pension payments and overdue bills. Chicago is going to have to cut existing pensions and other benefits promised to its city employees....

Right now the city is using the G8 and Nato Summit to create all kinds of new city laws and also to beef up the fines on many existing laws regarding protesting the government.

They just passed new city ordinances banning signs, shouting or out bursts in the Chicago City Council audience section. The city is jacking up all kinds of fines for protesting by HUNDREDS OF PERCENTAGES.... all under the guise of the G8 / Nato Summit and the "Occupy" protesters. Because of this nobody is paying attention to all the new laws and increase fines the city has been imposing.

These new laws to defeat protesters have nothing to do with G8, Nato or the "Occupy" protesters...

There are gearing up for the great protests they are predicting when city pensions are cut for current and retired city employees... and all the tax, fee and pension payment increases they will be installing.

The city is basically are using the G8 and Nato Summit to do all of this....

Imagine if the city starting doing everything they are currently doing without the G8 and Nato Summit coming to Chicago... The public and media would be asking why all these news laws and fines being increased??? But now the city can just "use" the G8 and Nato Summit to create all the new laws they want without a single Chicago citizen batting an eye.....

And don't be surprised if the city does cancel the G8 and Nato Summit... once they get all the new laws and new city powers they want to get enacted.

THESE NEW LAWS AND POWERS ARE NOT FOR G8, NATO OR OCCUPY PROTESTERS....
THEY ARE FOR US WHEN WE TAKE TO THE STREETS OVER ALL THE CUTS IN PENSIONS AND BENEFITS...AND ALL THE INCREASES THEY HAVE PLANNED!

02/1/5/2012 NEW CITY COUNCIL RULES #57 and #58:

Look how this news story was written... blaming it all on G8 & Nato:

Maybe it’s just a coincidence, but with the anarchists coming for the G8 and Nato summits, Aldermen Ed Burke and Dick Mell have proposed new rules #57 and 58 for the City Council Rules of Order.

In the City Council Chamber, Rule 57 would ban cheering, yelling, clapping, foot stomping, whistling and booing or jeering.

Rule 58 would ban signs and placards along with banners and posters.

The only sympathy for the protesters is coming from Ald. Rick Munoz. He wants an ordinance that would prohibit the police department from cutting off protesters' cell phones and access to social media sites during the G-8 and NATO summits the city is hosting in May.

Ald. Munoz introduced the ordinance at Wednesday's City Council meeting. The ordinance will now go to a council committee for discussion.

The police and Mayor Rahm Emanuel say there are no plans to restrict or cut off access to social media during the summits, an event that will certainly attract thousands of protesters. But they have not ruled it out. On Wednesday, all Emanuel would say is Police Superintendent Garry McCarthy and his first deputy are working with Munoz on the issue.

Seattle Arrest Questions Cops' Use of Dash Cams

White Seattle Cop Threatens to Make Up Evidence on Two Colored Boys

CLICK HERE TO VIEW THE VIDEO

Two friends who had planned to visit a Seattle sports bar claim they ended up being kicked, arrested at gunpoint and held in jail for several hours by a cop who said he intended to "make stuff up."
Part of the arrest of Josh Lawson, 23, and Christopher Franklin, 22, on Nov. 16, 2010 is caught on tape by the officer's dashboard camera.

But key moments of the arrest that should have been captured on video are missing and it was unclear whether the officer intentionally neglected to turn on the dash cam. None of the released footage shows the officer in the moments he made the stop or kicked Lawson.

The accusations against Richardson are among many that have put a spotlight on the Seattle Police Department and it comes after the release of a Department of Justice report in December that said "serious concerns about practices that could have a disparate impact on minority communities" were raised by its review.

The recording of the arrest was released after ABC News affiliate KOMO began an investigation into missing police dashboard camera videos.

The recording of the arrest of Lawson and Franklin -- who were picked up for allegedly assaulting and robbing a man a short time earlier -- shows the suspects being helped from the ground and into the patrol car of Officer Brad Richardson.

The officer's uniform microphone also records Richardson telling the suspects, "Yeah, I'm going to make stuff up."

The Seattle Police Department called Richardson's comment "banter" and the officer was exonerated of any wrongdoing after a use of force review was conducted, along with an investigation by the Seattle Police Department's Office of Professional Accountability.

"Clearly if the officer had made stuff up he would have been in hot water," Sgt. Sean Whitcomb of the Seattle Police Department told ABCNews.com.

Lawson and Richardson said the dash cam did not record crucial moments of the arrest that they said left them with facial bruises and swelling. They claimed they were manhandled and kicked in the face by Richardson, while the officer maintained that he only kicked Lawson in the chest to make him comply with an order to get on the ground.

"I don't know who was recording what," Whitcomb told ABCNews.com. "Officers should record, [but] it's not a violation not to."

Lawson and Franklin, who are African-American, were arrested after a 911 call came in from a few blocks away alleging a man had been the victim of an assult and robbery. The two suspects were described as black males in their late twenties, tall, skinny and wearing jeans.

Franklin is 5-foot-9. Lawson, who is six feet tall. Instead of jeans, he was wearing white sweat pants.

"The only thing they had to fit the description was black males," said the pair's attorney, Lizanne Padula. "This was like a meteor dropping down on them."

When they found out why they were being arrested, the two men became alarmed.

"It felt like no one was going to believe us," Franklin told ABCNews.com. "We were just going to be another statistic."

Richardson's written report described a different situation. The officer wrote in the police report that the men continued to approach his car even after he yelled at them to stop.

"The male wearing the hoodie continued to keep his hands in his hoodie pockets. With the strong possibility both of these males were the assault suspects and they were ignoring commands to stop, I again advised, 'Stop, Police, show me your hands and get on the ground.'"

According to Richardson, the two men got closer, so he drew his weapon.

Lawson said they complied with the officer's order.

"I got on the ground. I sat with my hands up frozen because I had a gun pointed at me," Lawson said. "I had to come back into myself and understand there was a gun on me. I was in shock."

Richardson said that Lawson stayed in a crouch position, not fully laying on the ground.

"I used a flat foot, front push kick to the center of the male chest knocking him backwards and flat to the ground," he wrote.

The robbery victim positively identified the two men, while a witness said she was uncertain. No charges were filed at the victims' request.

The two men want changes in the Seattle Police Department. They have also filed a complaint for damages, possibly the first step in a lawsuit.

"We're terrified of hanging out in our own city," Franklin said. "These officers have seen our faces. They know our names. We can't trust people."

Los Angeles County sheriff's deputy (Sgt. Mark Moffett) alleges colleague pointed gun at him

Sgt. Mark Moffett says it was one of many threats against him over the years in a vendetta by Sgt. Timothy Cooper, who was recommended for a demotion but got a 15-day suspension.

It was just minutes into his workday when Los Angeles County Sheriff's Sgt. Mark Moffett saw a gun aimed straight at his head.

The man gripping the gun, he told investigators, was a fellow sergeant staring at him from a glass office inside the Compton sheriff's station.

"I'm gonna kill you," Moffett said his colleague mouthed at him. "I'm gonna kill you."

Moffett said the threat was one of many that Sgt. Timothy Cooper directed at him over the years, a vendetta he alleges was motivated by Cooper's ties to a secret deputy clique.

The sergeant's allegations — of public threats made with impunity, of deputies divided by cliques, of a code of silence — mirror the challenges facing the Sheriff's Department as it tries to change its culture amid a jail abuse scandal and intensifying outside scrutiny.

The case was taken to the department's discipline committee, with a recommendation that Cooper be demoted. But the group of executives opted for a more lenient punishment: a 15-day suspension, sources said.

Sheriff Lee Baca questioned the committee's decision when he learned about it, according to sources familiar with the case, who spoke on condition of anonymity because it involves confidential discipline.

Earlier this month, Baca dissolved the committee and created a new system in which he plays a larger role in determining significant punishment.

The move comes after Baca, and other officials, said in recent months that the sheriff often was kept in the dark by his top executives about bad behavior inside the department.

In an interview, Baca said he could not comment on the gun-pointing case because of privacy constraints, but he said that his streamlining of the department's discipline structure would ensure that in the future "there aren't any gaps in the decision-making process."

"I'm not here to comment about what's [happened] before," he said. "I'm here to say improving the sheriff's discipline process ... cannot be delegated."

Moffett, who is suing the department, said that for years he stayed mum about the abuse because he feared being labeled a snitch and the possibility of retaliation from others inside the Sheriff's Department. But he came forward after that morning at the station in May 2009.

His allegations were investigated internally by the department. Prosecutors declined to file charges against Cooper, saying that he could claim that his actions were "just another in an ongoing series of pranks."

A district attorney's memo obtained by The Times provides details about the sheriff's criminal investigation into what happened:

Chicago Police Sgt. Ronald Watts and tactical unit Officer Kallatt Mohammed arrested by F.B.I. - Theft of federal money

NBC NATIONAL NEWS REPORTS - QUOTING OFF SECOND CITY COPS COMMENT SECTION
Throughout the Chicago Police Department Tuesday, in squad rooms, squad cars, and over cups of coffee, patrolmen and commanders alike talked about the latest charges to rock the department: revelations that two officers from a unit with a sordid reputation had been accused of robbing and shaking down drug dealers on the South Side.

Sources close to the investigation said that the allegations about the unit date back more than 10 years, and that while two officers, Kallat Mohamed and Ronald Watts have now been charged, other officers are under investigation.

Mohammed and Watts were arrested over the weekend after they were allegedly videotaped taking money from an undercover informant who they believed was a courier carrying drug funds. The sources said the two are suspected of being part of an operation which has been under suspicion of involvement with drug operations in the neighborhood, dating back to now-demolished public housing projects, where drugs were dealt with impunity for years.

Most shocking are reports that investigators have long had suspicions about two unsolved homicides. In both cases, the victims were drug dealers from the neighborhood who informants said had balked at paying protection money to police. The sources said that while those troubling allegations have rumbled through investigative circles for years, there has never been concrete evidence tying the homicides to police corruption.

"That was a joint Chicago Police Department and FBI endeavor," said Police Superintendent Garry McCarthy, who brushed off questions of a larger probe. "At this point, there’s nobody involved except the two officers who were arrested."

Throughout the day Tuesday, police blogs lit up with recollections and allegations about the units which once patrolled the projects in the south side neighborhood.

"Watts and his team from housing, which included Mohammed, were dirty over 10 years ago,” wrote one poster on the Second City Cop blog, which is frequented by officers from the Chicago Police Department. "I’m surprised it took this long for them to get taken down. And I’m really surprised that more of his team didn’t get caught up in this indictment."

"No secret in housing that Watts’ team was dirty," wrote another post. Still another declared, "It’s just a shame the department did nothing in the past when all of [Watts’] beefs were coming in for the past three or four years of stealing money and running with the gang bangers."

For his part, McCarthy declared that action was being taken.

"The fact is, when officers commit these horrible acts, we’re going to do everything we can to identify and arrest them," he said. "It’s really that simple."
