Chicago has the most cops, and the most murders, per capita among major U.S. cities, according to a report from the Chicago Justice Project. We speak with CJP's founder Tracy Siska and police union president Michael Shields on Chicago Tonight at 7:00 pm.

The CJP report found Chicago has 443 police officers per 100,000 residents in 2010, according to numbers provided by the FBI's Uniform Crime reports. That's the most of the four other cities the report looked at: New York (423), Houston (257), Los Angeles (260), and Phoenix (213).

The city also had the highest murder rate: 15 homicides per 100,000 residents in 2010. Next was Houston (13), Los Angeles and Phoenix (both 8), and New York (7).

Siska says he decided to analyze the numbers because the Fraternal Order of Police, the police union, claims Chicago is understaffed compared to other cities.

"People think the only way to prevent crime is through a huge police presence, and the police foster this view," Siska says. "But it's far more about social issues than it is about police."

Siska also tracked the murder rate and police staffing levels going back to 1993. While police staffing has bounced around from just above 12,000 to almost 14,000 and back down again, the murder rate has significantly dropped over the past 20 years. That undermines the FOP's argument that more police reduce violence, says Siska, who thinks deployment patterns and tactics "have more to do with whether police impact violence than the actual size of the force."

I bet that if you could have a ratio of police officers on the street versus those with CAPS type positions, the Chicago ration would not fare well. Other cities do not have near the inside people CPD does. Why? Political nonsense with CAPS and the rest of the nonsense.

Funny... Nobody is saying shit about 5k coppers leaving the job over the last 10 to 12 years and less than 1k hires...

Also consider that each of the formerly 25 districts was down 200 or more officers in manpower compared to the mid to late 1990's peak.

This "closing districts & combining patrol & detective areas to maximize efficiency" is nothing more than trying to hide how bad the shortage is...

It's all bullshit...

So if it is NOT the number of police then the high degree of shootings and homicides must simply be part of the gang problem. Chicago has more gang members per capita than any other city in America.

As Richard J. Daley once said "The police are not here to create disorder, the police are here to preserve disorder." That was and still is the truth. The police are called AFTER the crime has been committed. The police do not stop crimes from happening.

What would stop the shootings and homicides? Ask Al Sharpton. Ask Jesse Jackson. Where are they? Why are they not in the streets protesting? Why are they not in the streets working with the young who have neither values nor frame of reference for what society is.

The homicide issue is a cultural issue. The issue is both created and solved by the culture. It is the parents (particularly the father) that shapes a young man. When that person is absent there is neither stability nor direction.

We do not need police. We need people who make children to be responsible for the children they create. Making a baby does not make you a father. Being a man, facing your responsibilities and teaching your offspring important values like getting an education and respecting women are ways that someone becomes a man. Otherwise they are simply a sperm donor. Sperm donors do not stop crimes. Fathers and families and communities do.

Not mentioned by the book learner, medical advances that stopped many homicides. If we could add er's to the fire stations we could probably lower the number of homicides even more. The cost would be extreme but we'd have even more shitheads living off the system.

And once their in prison, keep them there and bring back the death penalty in lieu of more police.

Mike Shields has 13 minutes of airtime to talk about his issue and he gives almost all of it to a data expert from the BGA. The only part worth watch is at 8:23, when Mike Shields apparently gets bored with the conversation and takes a look around the studio. For those of you who thought the fingernails reflected poorly on CPD, think again.

The real problem is that most of the cops are worthless. At least half of this department does nothing more than sit in a chair for 25 years. Eighty percent of this department would fail an 8th grade English test. Ninety percent of this department couldn't run two miles. Ninety-five percent of this department would be unemployed if they didn't have this job where they can't be fired.

We have too many worthless police. Time to thin the herd.

the city will pay big time for the bi-polar white woman that was released savaged and thrown from a 7th floor window in niggertown. the rapist is back on the street but the woman will spend the rest of her life in a semi comatose state.
prison should be a place to be feared but has become a badge of honor for the shitheads that spend a lifetime in and out of jail.

so shields said the dept. is 1k short but SCC says it more like 2.5k so wtf is it. the other wonk mentions more social programs. i give up.if you jail them, keep them then there is no need for more cops. just a citizen.

I can't speak for the other cities, but LA uses the Sheriffs to do police work. LAPD has never had enough cops because the sheriff does a lot there.

I also bet that the other cites don't send the police because Shanay-nay won't clean up "huh room". Huh room translated into English is, "Her room".

Are all the New York city units part of NYPD? Housing, Transit and the harbor police?

Who cares if we have more cops than some other cities? The north side of the city has district after district with under 200 cops. They can't even man 7 cars for the district on midnights. 450 of our shortage is 020, 017 and 016. If they lose anymore, they'll be at half the strength of 1999.

Can you run 2 miles? I haven't seen your BA in English Lit, do you have one? I've had several jobs before this one and I never got fired there, either. Look, we're not your fucking slaves. We earn a good living, doing what you won't do. So, just sit the fuck in your corner and have a nice cup of shut the fuck up. I'm well over 50 and have injuries that are from doing my job. I guess I might not be able to run 2 miles any longer. By the way, have you looked around at the public lately? Most of you fucks are at least 75 pounds overweight and couldn't run 100 yards, so, once again, have a nice cup of shut the fuck up. We could start thinning the herd with you. Fat, useless fuck.
