28 Police Officers Suspended for using Department Computers to watch movies, streaming videos and shopping

28 officers to be suspended for watching videos during shifts
Almost 9 percent of Lincoln's police force will be suspended without pay for watching videos instead of patrolling or doing other work, Police Chief Tom Casady said Wednesday.

The five sergeants and 23 officers -- who were working the department's third shift in the late night and early-morning hours -- face between one and 10 days of suspension, depending on their involvement, the chief said.

The suspensions will be staggered and should not affect the department's minimum staffing or require any other officers to work overtime, Casady said.

"They'll have to be scheduled over a fairly lengthy time period. I told my captains that I'd like to have all of this wrapped up by the end of the summer."

The officers were watching movies, television shows and sporting events using online streaming and DVDs, Casady said. Most of the time, they were using work computers in the department's small substations around the city.

They left their dispatch radios on and responded to incidents during that time, the chief said.

He doesn't think any of the videos were pornographic.

"I'm pretty sure that we have gotten the truth from people," he said about the content of the videos. "Everyone at LPD knows that if you lie, you're fired."

He learned of the situation about 10 days ago, when an officer alerted a superior, he said. Casady thinks the practice started "in earnest" in 2008.

The officers involved all waived their right to a due process hearing. Instead, Casady plans to meet with each individually.

He's already talked with about half of those involved, and he is making all of the officers reswear their oaths.

"It's not fact-finding," he said of the meetings. "This is hearing from the chief about how wrong what they did was.

"I've kind of gone through the stages: mad as a wet hen, embarrassed and yeah, a little bit dumbfounded. This is just not what we do."

He thinks the officers "lost their bearings" he said.

He apologized for the situation on his blog Wednesday evening.

"I am embarrassed," he wrote. "The ethical compass of a significant number of Lincoln police officers broke down, and led them astray. It is my job to ensure that this type of thing does not happen, and I have failed."

Casady also said he apologized to Mayor Chris Beutler.

"Obviously, I support him 100 percent," Beutler said Wednesday. "You just can't let these things begin to happen, and so it's good to clamp down on it right away."

The department has taken measures to prevent such situations from happening in the future, Casady said.

He would not release the names of the officers involved.

"They'll have to tell you, because I'm not," he said.

Barricade situation previously posted on DSLC in Logan Square ends peacefully

A man who barricaded himself in a Logan Square residence for 2 1/2 hours surrendered peacefully to Chicago police tonight.

Shakespeare District officers were called to the home in the 2800 block of North Mozart Street about 7:30 p.m. because someone called police and said they were concerned about the man's well being, said Chicago Police News Affairs Sgt. Antoinette Ursitti.

The man would not come out to talk to officers or let them in, and so they called for backup, Ursitti said. A police SWAT team and negotiators came to the scene, Ursitti said. Police blocked traffic on Diversey Avenue between California and Sacramento avenues and CTA buses were diverted.

About 10 p.m., the man surrendered to police, and a gun was found, Ursitti said. He was taken to Saints Mary and Elizabeth Medical Center's St. Mary Campus for evaluation, Ursitti said.

No injuries were reported, Ursitti said.

Willie Williams III was a standout high-school athlete with dreams of playing basketball at Arizona State University.

But on April 1, 2006, that dream ended when a gunman shot him to death outside Ford City Mall on the Southwest Side.

Today, his father praised the Chicago Police Department for making an arrest in the four-year-old murder case. Eddie B. Fenton, a 24-year-old convicted felon, was captured Tuesday night on the South Side.

“It’s a big, big, relief,” said Willie Williams Jr. “His [Fenton’s] rap sheet is unbelievable. I am glad he is off the street.”

Williams said his 17-year-old son was once a member of Illinois Secretary of State Jesse White’s famous tumbling team. Later, he played basketball at Robeson High School and had signed a letter of intent at Arizona State just two weeks before he was killed, his father said.

The younger Williams was leaving a movie with friends at Ford City Mall, 7601 S. Cicero, when an argument erupted and he was shot.

“This was not gang related,” said Detective Saul Del Rivero. “Truly, it was a senseless act. We don’t know why he zeroed in on the victim.”

Years went past without a break in the case.

Meanwhile, Willie Williams Jr. held vigils for his son, passed out leaflets, helped found a victims’ support group and created the Willie Williams III Youth Foundation to provide mentoring to young men like his son, as well as find them scholarships and jobs.

Then in the summer of 2008, Detective Robert Byrnes of the South Chicago Heights Police Department was talking to a suspect in an unrelated case when he got the tip that put the Fenton investigation in motion, Rivero said.

The suspect said he knew Fenton was the shooter in the Ford City Mall killing, and that the victim was a Jesse White tumbler, Rivero said.

Cold-case detectives traveled out of state to interview several witnesses in the case. They determined Fenton acted alone as the shooter, Rivero said.

Last month, they obtained a warrant for Fenton’s arrest, and police Supt. Jody Weis announced the manhunt for Fenton during a news conference at St. Sabina Church. The pastor, Rev. Michael Pfleger, put up a reward for Fenton’s capture, and “America’s Most Wanted” featured the case.

On Tuesday, police received information that Fenton was hiding out in a home on the South Side, and he was nabbed at about 7:45 p.m. by the Chicago Police Department’s Fugitive Apprehension Unit and the U.S. Marshals Services’ Great Lakes Fugitive Task Unit.

Court records show Fenton was sentenced to five years in prison in 2006 for narcotics possession and aggravated unlawful use of a weapon.

Willie Williams Jr. said he plans to attend every court hearing for Fenton to see that “justice is carried out.”

But he has one more goal.

“My son donated six organs and saved six lives,” the father said. “”I want to meet those people and give them all a hug. I just thank God for giving me 17 years with my son. He was an incredible kid.”

Breaking News : Air marshals detain passenger after 'shoe bomb' attempt


According to reports Wednesday night from NBC and ABC News, federal air marshals stopped a man identified as a Qatari diplomat for attempting to igite a shoe bomb.

The man, identified as Mohammed al Modadi by ABC News, attempted to "light his shoes on fire" on a United flight from Washington Reagan to Denver on Wednesday night, federal law enforcement officials said.

The FBI said the man had full diplomat immunity as the third secretary and vice-consul in the Embassy of Qatar, according to the media reports.

Authorities say an explosive team is on the way to the airport, and that while the presence of explosives has not yet been confirmed, they believe it was an attempted "shoe bomb." The jet was being held away from main passenger areas as authorities worked to investigate the scene. No injuries were reported and details are pending.

Indiana Police Chase Into Chicago Leads To 2 Cops & 3 Civilians Injured In Vehicle Crash

Far South Side crash injures 2 cops, 3 civilians
A pursuit by Hammond, Ind., police led to a traffic crash across the border on Chicago's Far South Side tonight, sending two on-duty Chicago police officers and three civilians to hospitals, officials said.

All five victims were taken from the scene to various hospitals but none of the injuries was believed to be life-threatening, the officials said. One of the civilian victims is a juvenile.

The crash happened at East 119th Street and South Torrence Avenue about 7:40 p.m.

Officials said it involved the injured officers' unmarked squad car and two vehicles that were occupied by the civilians.

The victims were taken to various hospitals, including Northwestern Memorial Hospital, the University of Chicago Comer Children's Hospital and Advocate Christ Medical Center in Oak Lawn.

The pursuit, which began about 7 p.m., stemmed from an unspecified investigation on the north end of Hammond, according to Lt. Richard Hoyda, a Hammond police spokesman. He said police spotted a vehicle that may have been targeted in the investigation and tried to curb it, but the vehicle got away.

He could not provide further details, other than to say that Hammond police ended the pursuit before the crash occurred in Chicago.

The World Famous Chicago Cop Who Beat A Female Bartender Has The Drug Charge Dropped Against Him


Drug charge dropped against cop in bartender beating
A former Chicago police officer on probation for the infamous beating of a woman bartender avoided a possible jail sentence today when prosecutors said his recent positive drug test could have been caused by eating poppy seeds.

Anthony Abbate, 41, allegedly tested positive for opiates in his system in January, and the Cook County Adult Probation Department filed a petition to violate his probation in February. He could have been sent to prison.

But Assistant State's Attorneys Frank Marek and Lu Ann Snow today withdrew the petition, saying that the tests used by ACCU-Lab Medical Testing Inc., the company contracted to perform drug tests for the probation department, showed Abbate's opiate level was extremely low and could not be attributed to heroin use.

The amount of opiates in his blood stream was so low that "it can be confused with poppy seed usage," Snow told Circuit Judge Arthur Hill Jr.

Prosecutors said ACCU-Lab is planning to implement a federally mandated test next month that would eliminate poppy seed usage as a potential trigger for a positive drug test.

The former officer was convicted last June of aggravated battery for the vicious 2007 beating of Karolina Obrycka at a Northwest Side bar while he was off-duty. The attack was caught on video and circulated on the Internet, causing a public relations disaster for the police department.

In a controversial decision by Circuit Judge John Fleming, Abbate was spared prison and sentenced to two years of probation. He was also ordered to undergo treatment for alcohol abuse and anger management.

The case is now before Hill because Fleming transferred to another assignment.

Aldermen spend expense accounts on cars, relatives, consultants
Tribune examines 2009 records

While Chicago government and many of its residents struggled with a tough economy, Chicago aldermen continued to pay relatives, public relations consultants and expensive car leases with their city expense accounts, according to a Tribune examination of 2009 records.

One alderman highlighted last year by the Tribune for paying rent to his family for a ward office said he is still looking for an alternate location. In the meantime, his family's firm continues to receive taxpayer money.

In another case, more than $40,000 in rent payments was directed by a now convicted and ousted alderman to a company owned by a businessman charged with trying to bribe him.

Although the city is trimming personnel and services to cope with declining revenue, aldermen say they rely on the beefed-up expense accounts to tend to ward needs. The accounts were more than doubled to $73,280 per ward by Mayor Richard Daley and the City Council in 2008.

The newspaper's review of the 2009 records found some aldermen's spending patterns did change, while as a whole the council still spent $3.1 million. Spending varied widely — Ald. Ray Suarez, 31st, spent less than $17,000, the least of any council member — but 18 aldermen spent more than $70,000. In 2008, 25 topped that level.

The expense ledger provided by the city is not specific enough to explain precisely what aldermen do with the money. Entries for money spent on car leases or wages, for instance, do not identify the specific cars or the employees, so it is not easy to determine how thousands of dollars were spent without obtaining individual, ward-by-ward records. In 2008, the Tribune identified thousands of dollars in payments to aldermen's relatives and to campaign supporters.

There is limited oversight of the accounts. Aldermen are given wide leeway on how they spend the money, but the city comptroller reviews the vouchers before making payments.

Ald. George Cardenas, 12th, continued to rent office space on Western Avenue from a company owned by his family. The ordinance governing the expense accounts prohibits spending expense funds for "the direct monetary benefit of any alderman or any of his or her relatives."

After the Tribune raised that issue with Cardenas last year, he said he divested himself of personal interest in the company that owns his ward office building. State records indicate he no longer has an interest in the company, although at least four relatives do.

"Obviously, we are trying to look for space someplace else, but right now we are going to stay put until we find someplace or something else changes in the equation," Cardenas said. He also said the rent payments — $15,300 for all of 2009 — were less than market rate.

In the 29th Ward, former Ald. Isaac Carothers made far higher rent payments — more than $40,000 during 2009 — to WJ Madison Plaza, the company that owns his ward office on Madison Street.

Federal prosecutors have charged Wafeek "Wally" Aiyash, who owns the company, with offering $100,000 to Carothers to help him open seven restaurants at Chicago's two airports. Carothers, who pleaded guilty this year to taking bribes from another developer, wore a wire to help build a case against Aiyash, according to federal court documents. Aiyash has pleaded not guilty.

The biggest car lease payments — more than $15,000 — were made by Ald. Bernard Stone, 50th, who is chauffeured around town in a Lexus by a city employee. Stone also spent $4,800 for a downtown parking space.

Stone, who led the pack in lease payments two years running, has maintained he needs the car to get around his ward and to downtown every day.

Ald. Ed Burke, 14th, the powerful chairman of the Finance Committee, spent more than $7,200 on vehicle lease payments last year, even though he has at his disposal an unmarked police car as part of a city-funded security detail.

Several aldermen continued to pay out thousands of dollars to public relations firms, with Ald. Anthony Beale, 9th, spending the most for the second year in a row. He paid nearly $23,000 to The Publicity Works, a company owned by longtime Democratic political consultant Delmarie Cobb.

Cobb said her firm helps with speeches, newsletters, research and news conferences.

Ald. Margaret Laurino, 39th, paid about $11,700 to Vantage Point Marketing Ltd., a public relations firm.

"We help her with the media, and we help her with community activities," said Manuel Galvan, a former Tribune employee who is president of the company. When there was flooding in the ward, Vantage Point helped the Federal Emergency Management Agency set up an office in the ward to help Laurino's constituents, he said.

Seventeen aldermen made payments to themselves, and in a few cases those payments topped $10,000. Ald. Eugene Schulter, 47th, who paid more than $24,000 to himself last year, said he was reimbursing himself for office expenses.

"I pay all my bills up front because it takes the city such a long time to pay the vendors," Schulter said. "All of that is backed up with original receipts, and the canceled checks — all that good stuff."

Detroit draft bust Charles Rogers owes Lions $6.1 million
With two weeks and a day until the 2010 NFL draft, it's a very good time for every team to be reminded just how badly a first-round bust can set a team back. If you can add yet another reason to cap on the utterly preposterous career of former Detroit Lions "general manager" Matt Millen, all the better. With the recent news that a district court has ruled that ex-Detroit receiver Charles Rogers(notes) must repay $6.1 million of the $9.1 million signing bonus he received after the Lions took him with the second pick in the 2003 draft, we are yet again brought into the world of measurables with nothing behind them.

Rogers broke his collarbone twice in his first two seasons, was suspended four games in 2005 for a third violation of the NFL's substance abuse policy, and that suspension triggered acrimony from within the Lions organization - the team said that the violation went against his contract, and they tried to recover money that Rogers would be obligated to return. It later came out that Rogers failed multiple drug tests in college, which was a.) the reason for a contract provision in the first place; and b.) a huge red flag. Generally speaking, you don't bet on the idea that habitual drug offenders will clean up their acts when they come into millions of dollars and loads of free time.

Rogers barely played again after his suspension and was released by the team in September of 2006. Several NFL teams (and the Winnipeg Blue Bombers of the Canadian Football League) reportedly took a pass, which left Rogers with even more free time. Bad idea. He became a frequent user of marijuana and Vicodin, and his life spiraled further downhill. After multiple probation violations, the last straw came in January of 2010, when he violated a sobriety court order by passing out after drinking too much in a Mexican restaurant. That order came from a drunk driving charge last September. You get the idea.

It's yet another chapter in a very sad story. Rogers has nobody to blame but himself, but one wonders how he's going to deal with the loss of money you'd probably bet he doesn't have anymore. Perhaps every time Millen goes on television from now on, masquerading as a savvy personnel guy, he should be fined $10,000, and the money put into a matching fund to repay the franchise. Because if there's one thing for sure, it's that Millen's just as much at fault for ignoring what was right in front of his face, and bringing bust after bust onto the team.

Eulogy for Our Friend Mike - Owner of the famous cop bar - Mike's on Webster


-FUNERAL SERVICE FOR OUR FRIEND MIKE

The day was rainy and the ground muddy. The group that gathered at the Montrose Cemetery were mostly older men, and a few women. If you squinted your eyes and tried hard you could remember when these were younger men and women. When these where the young cops. These were our friends who chased the bad guys down dark alleys and up smelly Cabrini stairwells with us. These were the guys we rode to the sound of gunfire with and went to watch party with when we rotated watches. Most were from the Old 18th, several were Detectives, some were Bosses, most were retired, some were still working from all over the Department.

What brought us together at that time at that place were all the times we would gather at another special place, and the guy who kept it. Mike, of Mike’s, a hole in the wall tavern on Webster that you wouldn’t know was there if you were not told about it, and on the job.

Mike’s was the best cop bar there ever was. It is sad that the current and future generations of cops will never know the camaraderie and therapy that was provided by being able to talk to other cops in a safe place and being able to count on discretion. Mike’s was better for cops than any psychologist’s office, no appointment necessary, open evenings, nights and weekends. You left your rank outside, but you brought your experience in to share.

Father Thomas Nangle, our CPD Catholic Chaplin officiated. The graveside ceremony was brief, almost upbeat because Mike had lived to be the mellow age of eighty-eight, or there bouts. Father Nangle said he had checked the weather but wasn’t concerned because he knew cops would stand in the rain for a friend. He related that we came to lay to rest a great part of the informal history of the Chicago Police Department.

He went on to say that it was on April First, April Fools day that Mike after a long and generous life tapped on the window of the Great Comedian with his Mercedes keys and was buzzed into heaven. Father Nangle praised Mike saying that his place was somewhere that cops could come after nights of fighting the devil, after having your hands on life and death and horror to come there to lose the worst of what we had experienced and go home as human beings. Mike was generous to all his friends, and held many fund raisers for cop causes and watch parties. He had only one speed steady, and he believed in loyalty and discretion. What was said at Mike’s and long before it was adopted elsewhere, what happened at Mike’s stayed at Mikes.

A prayer was offered, and many of the group started away, a few had to get back to work. However, Mike’s casket appropriately was wooden with brass fittings. It reminded many of us of a bar and we thought here is Mike’s Bar. Someone thought to bring a bottle of fine brown whiskey, paper cups were passed around, and with a blessing from Father Nangle we had the final drink at Mike’s.

Racist dog who reportedly disliked minorities slashed

YONKERS, N.Y. - A prejudiced pooch that reportedly disliked minorities was slashed Monday night by a Black man who had grown tired of the dog's incessant barking at him, police said.

The German Shepherd lost an eye, and the alleged slasher - who worked for an oil delivery business where the dog stood guard - was arrested on a felony aggravated cruelty charge.

Andrew Owens, 58, was arraigned Tuesday morning in City Court after spending the night in jail.

"The dog reacts to Black people, Hispanics, anyone who is not White," owner Paul Tocco said. "She always barked at him. He (Owens) was well aware the dog didn't like him, and he knew to stay away from her."

A detective for the SPCA of Westchester (N.Y.) said the slashing was unprovoked. It took place around 7 p.m., as the dog, a 4-year-old named Jenna, was leashed outside Valley Oil.

Owens, who worked there as a handyman, had threatened to kill the dog in the past and told authorities it had bitten him about a year ago.

Monday night, he "egged on" the barking dog and charged at her, Detective Ken Ross III said. He allegedly then pulled out a nine-inch folding knife.

"He taunted her with his arm, raised his arm with a knife and slashed the dog across the face," he said. "He cut the dog over the right eye, all the way down to the eye socket bone."

Tocco, whose family runs the business, said he heard the dog's barking, went outside and saw Owens strike the dog.

"The dog let out a loud yelp, and when I ran there, she turned her head toward me and I seen the whole right side of her head bleeding," Tocco said.

Rather than going after Owens, Tocco placed Jenna in a work van and drove her to a Greenburgh, N.Y., animal hospital. A veterinarian performed emergency surgery, but the eye couldn't be saved, Ross said.

"The dog is supposedly in good spirits and is OK now," Ross said. "But it did lose the eye."

The detective said he's uncertain why Owens allegedly acted out on this occasion.

"He never liked the dog," Ross said. "The dog did not bite him yesterday. It appears everything was done out of anger. He might have just snapped."

Owens, who lives nearby, was arrested at his apartment at 10:20 p.m.

Tocco said he will never allow Owens to work there again. "We don't want him around here anymore," he said.

Durham, NC - 82 year old shot in both his legs during car jacking - Seems to be a trend going on here

Durham, North Carolina: police are looking for a suspect in a carjacking that happened Wednesday morning.

According to an ABC11 Eyewitness News source, an 82-year-old man was shot in the legs during a carjacking on Franklin Street, near downtown Durham.

The identity and the condition of the victim are not known.

Police have not released a description of the suspect other than a male black but an eyewitness said they are looking for an early model Plymouth with rust on it.

Missing 6-year-old girl found, asleep at a neighbor's home
A missing 6-year-old girl was found apparently asleep in a friend's house around the corner from her home just as volunteers and police were widening their search on the South Side.

"Thank you God, thank you Jesus," Sheneka Cole's aunt, Nicole Cole, exclaimed as she held the girl in her arms outside their apartment building.

The girl was crying but did not appear harmed. However, minutes after she was reunited with her aunt, Sheneka was taken out of her home in a stretcher.

"The girl appears to be in good condition. The investigation is pretty much complete. We're just questioning the woman who had Sheneka in her house," Chicago Police Lt. Laurel Bresnahan said. "We'd like to know what happened, but we're not looking to charge anybody."

Sheneka and a friend had been in a park near her home in the 500 block of East 60th Street Tuesday night when they heard gunfire. Afraid, the friend took Sheneka to her home where she spent the night, according to Lee Key, a friend of the Cole family.

The friend's adult relative, 19-year-old Tyronda Martin, who was watching over them was not aware of the massive search for Sheneka until volunteers today told her about the girl having disappeared.

The hunt for a missing 6-year-old girl on the South Side intensified this morning with police preparing to send marine units to search several area ponds for her possible body.

At the same time, Sheneka Cole's aunt, Nicole Cole, who has custody of her, said, "I don't think she is missing. I think she is with someone she knows."

But police said they were taking the girl's disappearance seriously.

"I'm very worried ... ," said Lt. Laurel Bresnahan, who noted that most missing children Sheneka's age tend to return home within a few hours, "and this is a really long time."

Alleged bank robber, thwarted by dye pack, had ankle monitor

A parolee who robbed a Loop Starbucks at gunpoint in 2006 was wearing a home monitoring ankle bracelet when he allegedly robbed a bank Tuesday afternoon Near North Side, police said.

The suspect, scheduled to be turned over to federal authorities Wednesday, was apprehended after the dye pack exploded in a CTA subway, leaving red-ink-stained cash scattered on the subway platform.

The man robbed the North Community Bank branch at 800 N. State St. about 4:50 p.m. But his stolen loot was harboring a security dye pack, designed to explode and render the cash useless. After the robber bolted the bank and fled down to the Chicago Avenue subway station, the dye pack exploded, staining the bills and littering them along the platform, witnesses said.

As arresting officers exited the Red Line with the suspect, a 35-year-old Waukegan man who was wearing an electric monitoring device on his left ankle, he was positively identified by witnesses as the robber. One witness told police he went up to a teller and said, “This is a robbery, give me all your hundreds. Hurry up, hurry up, let’s go,’’ a police report said.

Police found red dye-stained cash in his front right jeans pocket and the suspect was taken to the Near North District police station. After refusing medical treatment on the scene, he was later treated by paramedics for burns received when the dye pack exploded, the report said.

The incident left a pile of red-stained bills on the stairs leading into the underground CTA station and several ambulances rushed to the scene after the dye pack exploded and sent ink into the air.

Police said the suspect was on parole at the time of Tuesday’s robbery after being convicted of the Dec. 3, 2006, robbery of a Loop Starbucks, in which he took $115, a Tuscan Chicken sandwich and a tall iced tea, according to police.

He was convicted of aggravated robbery in January 2007 and sentenced to seven years in prison for the robbery at 25 E. Washington St., and is currently on parole, police said. A spokeswoman for the Illinois Department of Corrections did not immediately have information on his record Wednesday morning.

The suspect was scheduled to be turned over to federal authorities for the bank robbery Wednesday morning.

Chicago Public Schools announce new food standards

Chicago schools to unveil new food standards
The Chicago Public Schools are unveiling new nutritional standards for the breakfasts and lunches served on their campuses.

CPS officials will discuss the changes at an event Wednesday morning. They'll offer samples of some of the new offerings.

The new food standards, first reported by the Tribune on March 23, address many concerns first raised in Tribune articles about the daily servings of nachos, doughnuts and desserts in a district with an inordinate number of overweight and obese children.

The new standards will be put in place next school year.

The standards will continue the ban on trans fat and deep frying. They'll also make fruits and vegetables more readily available in schools.

CPS says the standards will let the country's third-largest district exceed the Agriculture Department's Gold Standard of the Healthier US School Challenge.

The next time the Obamas come back home to Chicago, they'll have to stop next door with a plate of cookies and meet the new neighbors.

Seven months after it was put on the market, the home at 5040 S. Greenwood Ave., next door to the Obama's home in Chicago's Kenwood neighborhood, has sold for $1.4 million cash. The sale of the 17-room brick house closed Tuesday.
The sale has not yet been recorded and the buyers have chosen to remain anonymous, said listing agent Matt Garrison.

"They're normal, organic Chicago buyers," he said. "They probably would have preferred if the house was down the street instead of next door to the Obamas."

Bill and Jacky Grimshaw, longtime owners of the home, listed it for sale last September for an unspecified price and in October affixed a $1.85 million price tag to it. The home will undergo a gut rehab, Garrison said.

A stolen pickup truck found abandoned Tuesday morning in Western Springs led to the capture in Wisconsin of a man and a woman who allegedly had tried to run down an Illinois trooper, officials said.

Cory Mathew Wolf, 31, and Brittany Thompson, 24, were arrested Tuesday night in Bristol, Wis., according to the U.S. Marshals Service.

Items found in the truck, which had been stolen in Oklahoma, helped authorities find the couple in Bristol, officials said.

Authorities said Wolf tried to strike an Illinois state trooper with the pickup truck at a downstate rest stop Monday morning after the trooper approached the truck.

Wolf and Thompson, a passenger in the truck, were being sought on out-of-state warrants when the trooper approached them along Interstate Highway 55 near Bloomington.

Law enforcement officers in west Texas are on guard following an alert issued by the Department of Homeland Security warning of retaliatory killings for a recent crackdown on the Barrio Azteca gang.

Law enforcement officers in west Texas are on guard following an alert issued by the Department of Homeland Security warning of retaliatory killings for a recent crackdown on the Barrio Azteca gang.

David Cuthbertson, special agent in charge of the FBI's El Paso division, said the paramilitary-style gang has an "open policy" to kill its rivals and may turn its sights toward local law enforcement officers.

"[They] are extremely cold-blooded and aggressive," Cuthbertson told FoxNews.com. "The killings are done really without thought and any kind of remorse."

Citing uncorroborated information, Homeland Security issued an Officer Safety Alert on March 22, advising lawmen in the El Paso sector to vary their routes to and from work and to wear body armor while on duty. The alert also suggested that officers' relatives pay closer attention to unusual activity in the area.

"The Barrio Azteca gang may issue a 'green light' authorizing the attempted murder of [law enforcement officers] in the El Paso area," the alert read. "Due to the threat, it is recommended that [law enforcement officers] take extra safety precautions."

The Barrio Azteca gang, which formed in Texas prisons in the 1980s, is a brother organization to the Aztecas gang in Ciudad Juarez, Mexico, the epicenter of Mexico's violent drug war, Cuthbertson said.

He said members of the gang's "assassination teams" are thought to work for very small monthly fees. One official from the Drug Enforcement Administration has said Aztecas have been known to kill for as little as $100. Since 2006, drug violence across Mexico has claimed nearly 18,000 lives.

Eduardo "Tablas" Ravelo, the reputed boss of Barrio Azteca members living in Juarez, remains on the FBI's Ten Most Wanted List, and the FBI is offering a reward of up to $100,000 for information leading to his arrest. He and other Barrio Azteca gang members serve as hitmen for the Vicente Carrillo Fuentes drug trafficking organization -- also known as the Juarez cartel -- and are responsible for several killings, according to the FBI.

The DHS warning came just days after hundreds of Barrio Azteca gang members were interviewed by officials from the Drug Enforcement Administration (DEA) and FBI following the murders of three people linked to the U.S. Consulate in Ciudad Juarez on March 13. More than 200 officers from at least 18 agencies participated in "Operation Knockdown," which resulted in at least 26 felony arrests of alleged Azteca members.

The Barrio Aztecas are believed to be aligned with the Juarez cartel against the Sinaloa drug cartel for control of the billion-dollar drug-trafficking routes through the El Paso-Ciudad Juarez corridor. Since 2008, the Aztecas have been rivals of the Artistic Assassins, or "Double A's," who serve as contract killers for the Sinaloa cartel, Cuthbertson said.

"They're very organized," he said. "They have a code they go by and certainly a communication network inside and outside of the prison system."

Cuthbertson said Barrio Azteca gang members have been found in central Texas towns like Odessa and Midland, as well as in southern Mexico.

Ricardo Valles de la Rosa, an Azteca sergeant, said last week in a purported confession that his gang was hunting for the vehicle of a Texas jail guard who was killed in one of two SUVs attacked in the March 13 shootings that killed El Paso jail officer Arthur Redelfs, his wife Lesley Enriquez, who worked as an employee of the U.S. consulate in Ciudad Juarez, and Jorge Alberto Salcido, the husband of another consulate worker.

Valles de la Rosa, according to his statement, was instructed by Azteca brass to target Redelfs due to alleged harsh treatment of Azteca members in jail. Valles de la Rosa was ordered last week to be held for trial on weapons charges for allegedly carrying a 9mm pistol when he was arrested.

Ron Martin, president of the El Paso Municipal Police Officers' Association, said that while he takes any threat to the law enforcement community seriously, he won't change his habits.

"It's not the first time a gang has put a hit out on El Paso police officers," Martin said. "Our guys are very highly trained, so they're pretty well prepared for just about anything. For them to come out and attack a law enforcement officer in the United States would be detrimental to their business."

Martin called the March 13 killings "unacceptable" and said he felt the killings were no less shocking because they occurred in Mexico, just across the border, rather than in El Paso or elsewhere in Texas.

"It doesn't matter if it actually happens across an imaginary dotted line, you're killing people for money," he said. "It's unacceptable."

Asked if he had changed his daily routines since the DHS alert, Martin said: "It's not like we're doing anything different because a bunch of murderers -- I call 'em terrorists -- are threatening us. Personally, I don't do anything differently than I did before. We're not changing the way we do our job because of them."

Chicago Fire Department hit with wrongful death suit
The family of an East Garfield Park man has filed a wrongful death lawsuit against the Chicago Fire Department after firefighters failed to find him as they were searching his home during a blaze a year ago today.

Relatives of Crosby Lipscomb, who lived in a basement apartment of a two-flat home at 3534 W. Polk St., say in a lawsuit filed today in Cook County Circuit Court that firefighters did not adequately search his home to determine whether anyone was alive, the complaint shows.

Family members found Lipscomb's body two days after the fire after kicking in the door to the home, the Tribune has reported. His body was discovered on the floor near his bed with his arm reaching up. A picture frame covered his face.

Lipscomb died of smoke inhalation, the lawsuit says. A fire department spokesman said at the time that he apparently died after an accidental cooking fire broke out in the basement about 6:25 a.m. April 6.

The lawsuit demands a judgment against the fire department in excess of $50,000.

A man and two juveniles were taken to hospitals tonight following a shooting near 61st Street and King Drive, authorities said.

The three were shot on the 300 block of East 61st Street, with police responding a little before 7:45 p.m.

The man suffered multiple gunshot wounds and was taken to Stroger Hospital in serious-to-critical condition, according to police and fire officials.

The two juveniles were taken in good condition to University of Chicago Comer Children's Hospital, police said. Additional details about the shooting and the relationship of the victims was not immediately available.

A witness from the scene said one of the wounded children appeared to be a girl about 2 to 4 years old.

A bank robber tried to escape this afternoon by fleeing through a busy downtown subway where a dye pack exploded during rush hour.

Wanda Taylor, a spokeswoman for the Chicago Transit Authority, said Tuesday night that the exploding dye pack did not cause train diversions and Red Line delays, correcting earlier information.

The dye pack--a security mechanism designed to explode on money stolen during a robbery--went off in the subway at the Chicago Avenue station, leading to his arrest minutes later, Chicago police said.

Five ambulances were sent to the scene because Chicago Fire Department personnel originally were told there was small fire in the subway, said Chicago Fire Department spokesman Richard Rosado.

But instead of a fire, police said, the bank robber's dye pack exploded, and money from the heist, which took place shortly before at the North Community Bank at 800 N. State St., was scattered in the subway.

Rosado said one person was treated at the scene for exposure to the dye pack explosion.

FBI spokesman Ross Rice confirmed a suspect was arrested after a robbery at the North Community Bank.

The suspect will likely be charged in connection with the robbery on Wednesday in a federal complaint, Rice said.

He had no details of the arrest, other than that the suspect was in Chicago police custody.

Near North District Officer Kelly Davis, one of the three arresting officers, was already in the process of making a shoplifting arrest at a clothing store near Chicago and Michigan avenues when he heard the call of the robbery over his police radio.

The call, he said, indicated the suspect fled from the bank and into the subway station at Chicago Avenue and State Street.

This prompted Davis to run from the clothing store to the subway while other police personnel attended to the shoplifter, Davis said.

Once he arrived into the subway, he saw the pack had exploded red paint, which was scattered at various parts of the station leading to the actual platform, he said.

Once at the northbound platform, a crowd of transit riders were covering their noses. But Davis said he noticed one man hiding behind a pillar, and leaning back and forth.

That's when Davis said he approached him, drew his gun and ordered him against the wall. Davis said the man matched the description of the suspect on the radio dispatch--a dark polo shirt, tan pants and carrying a briefcase.

He said the man also had red dye on part of his clothing, and money was found stuffed in his pocket.

Also arriving to the scene with their guns drawn at the suspect were Officers Brian O'Neill and Kevin Lusk, who was the first officer to notice the red dye stains on the suspect.

Taylor said "a small track fire" at the Grand Avenue subway station prompted Red Line trains to travel onto the elevated tracks in both directions for about 15 minutes.

A CTA employee put out the fire.

As of 5:15 p.m., Red Line service through the subway returned to normal, Taylor said.

No charges had been filed as of about 5:30 p.m.

7.7 quake hits off Indonesia's Sumatra island; no immediate reports of widespread damage
JAKARTA, Indonesia (AP) — A 7.7 earthquake shook Indonesia's northwest island of Sumatra early Wednesday, prompting a brief tsunami warning and sending residents rushing for higher ground. There were no immediate reports of widespread damage.

The quake struck at 5:15 a.m. (2215 GMT) and was centered 125 miles (205 kilometers) northwest of the coastal town of Sibolga in Sumatra at a depth of 28.6 miles (46 kilometers), the U.S. Geological Survey said. It had earlier said the quake measured 7.8.

"So far no damage or casualties have been reported and the situation is under control," Aceh Governor Irwandi Yusuf said.

The Indonesia Meteorology and Geophysics Agency and the Pacific Tsunami Warning Center in Honolulu issued tsunami warnings following the quake, but lifted them two hours later.

At least five strong aftershocks measuring up to 5.2 were recorded, the meteorology agency said.

The quake, which struck as people in the region were preparing for morning prayers, caused panic in North Sumatra's capital of Medan, about 135 miles (215 kilometers) from the epicenter, and other cities in the region. Electricity was cut in Medan, Banda Aceh — the provincial capital of Aceh, and other areas.

People in several cities along the southeastern coast of Sumatra as well as Sinabang on Simeulue island and Gunung Sitoli on nearby Nias island poured into the streets and rushed to higher ground after the quake.

"Rumors about a tsunami panicked villagers living near the beach," said Eddy Effendi, a resident on Nias island. "They ran away on motorbikes and cars or by climbing the hills. There was panic and chaos everywhere, but I don't see serious damage or injuries in my village."

Local network Metro TV reported that a dormitory for nurses partially collapsed in Aceh's Singkil district and one woman suffered minor injuries in the rush to get out of the building.

Residents in Sibolga said the shaking lasted more than a minute and utility poles in the area were knocked down.

The quake was felt as far away as the outskirts of Malaysia's Kuala Lumpur, about 320 miles (515 kilometers) away. There were no reports of damage there.

A 2004 tsunami triggered by a magnitude-9.2 earthquake in the same part of Indonesia killed 230,000 people in a dozen countries on the Indian Ocean basin.

The North's official Korean Central News Agency said in a brief dispatch Wednesday that Aijalon Mahli Gomes acknowledged his wrongdoing during a court ruling Tuesday.

SEOUL, South Korea -- North Korea says it has sentenced an American man to eight years' hard labor for entering the country illegally and unspecified hostile acts.

The North's official Korean Central News Agency said in a brief dispatch Wednesday that Aijalon Mahli Gomes acknowledged his wrongdoing during a court ruling Tuesday.

North Korea announced last month that it had arrested Gomes for entering the country illegally.

Gomes is from Boston.

Bond was set at $150,000 Tuesday for a man was charged with felony burglary for allegedly breaking into an SUV registered to a local politician on the Near South Side.

Judge Donald Panarese set the bond for Timothy Phillips, 50, of the 1400 block of South Canal Street (Pacific Gardens Mission), according to Cook County State's Attorney's office spokeswoman Tandra Simonton.

Phillips was also charged with possession of burglary tools, criminal trespass to land and trespass to vehicle, all misdemeanors, according to police, who said he was arrested Sunday afternoon in the 2300 block of South Indiana Avenue.

About 4 p.m. Sunday, Phillips allegedly broke into a blue Ford Escape registered to Mark J. Doyle, 53, which was parked at the gated Joyce Ford Ford dealership at 2401 S. Michigan Ave. where it was being serviced, police said.

A witness told police they saw Phillips exiting the SUV through a broken-out rear-passenger window. Doyle was in Washington on political business at the time, according to police.

Doyle ran for state treasurer in 2009, worked with President Clinton and most recently worked for three years with Vice President Joe Biden, according to his Web site.

A preliminary hearing for Hammond was scheduled for April 12 in North Felony Court (Br. 42) at 2452 W. Belmont Ave., Simonton said.

Two Mexican Inmates Escape From Texas Prison
The prisoners were believed to have fled on foot through a cut fence, and were thought to be headed toward the Texas-Mexico border about 80 miles away.


HOUSTON -- Two Mexican nationals, including one convicted of murder, escaped Tuesday from a south Texas prison, apparently by cutting through a perimeter fence.

Jose Bustos-Diaz, 21, and Octavio Ramos Lopez, 27, were missing from the Texas Department of Criminal Justice Briscoe Unit in Dilley, Texas, about 75 miles southwest of San Antonio, agency spokesman Jason Clark said.

Details of the escape were sketchy although Clark said officers realized during a routine inmate count that the two had disappeared. He said the pair had been accounted for earlier Tuesday.

They were believed to have fled on foot through a cut fence, Clark said.

Dilley also is about 80 miles northeast of Laredo, which is on the Texas-Mexico border, and Clark said he thought the two may have headed toward the border.

"We're still trying to get information," Clark said. "We have a large contingent of corrections officers and law enforcement in the area searching for these two individuals."

Bustos-Diaz was serving 35 years for murder in Harris County. Lopez, who was convicted in Hidalgo County, was serving 20 years for two counts of aggravated kidnapping and 12 years for possession of cocaine and possession with intent to deliver cocaine.

Bustos-Diaz pleaded guilty in July 2006 to beating, stabbing and cutting the throat of Deborah Kay, who was his boss at a Harris County horse stable where she lived. Court records show that in a statement to detectives, Bustos-Diaz said he became angry when Kay turned down his request for a day off work. Her body was found Jan. 30, 2005, on a bedroom floor.

Harris County sheriff's investigators said Bustos-Diaz also suffered a hand injury during the attack and his blood was found on about $600 in cash. The knife used to kill the woman was recovered along with his bloody clothing.

The Briscoe Unit, in operation since 1992, is on more than 400 acres in Frio County just west of Dilley and about a quarter-mile west of Interstate 35. It has a capacity of 1,342 inmates.

Real-Life 'Weekend at Bernie's' Could Land 2 Female Fliers in Jail

British suspects allegedly pushed corpse of 91-year-old man in a wheelchair onto a plane, and covered his face with sunglasses during a bid to board him on their flight to Berlin, sources said.

Two British women who allegedly tried to smuggle a dead relative onto a flight out of England were arrested, Sky News reported Tuesday.

The suspects pushed the 91-year-old man in a wheelchair and covered his face with sunglasses during a bid to board him on their flight to Berlin, sources said.

The women, aged 41 and 66, were said to have protested that the deceased was merely asleep when probed by officials Saturday at Liverpool John Lennon Airport.

It is believed the pair somehow managed to ferry the corpse in a taxi from their home in Oldham, northwestern England, to the terminal.

But the alleged attempt to smuggle the body to Germany was foiled after airport staff started asking questions.

"Police at Liverpool John Lennon Airport were alerted to the death of a 91-year-old man in the terminal building," a police spokesman said.

"Two women aged 41 and 66 were arrested on suspicion of failing to give notification of death. They have been released on bail until June 1, 2010. The coroner has been informed and police are continuing with their inquiries."

Chicago Police Supt. Jody Weis is a “coward” who had “cut and run” last week when he should have responded to shots fired 45 seconds away, a retired police officer charged Monday.

More than 20 years ago, John Northen led a group of police sergeants who filed a federal lawsuit charging they were unfairly denied promotions as the result of a flawed lieutenants exam.

Now, Northen has filed a complaint with the Independent Police Review Authority, forwarded to the inspector general’s office, accusing Weis of “failing to take appropriate police action” during the news conference Friday in crime-ridden Englewood.

After 26 hours of violence that left 41 shot and four dead, Weis summoned reporters to the 6600 block of South Marshfield Ave., site of at least two of the shootings.

As the media event drew to a close, an aide tapped Weis on the shoulder to tell him about the nearby shooting. Apparently unaware of what he was about to be told, Weis told a television reporter asking follow-up questions that he’s “gotta run.”

Sources said Weis did not go to the scene because, by the time he verified that a shooting had taken place, it was already ten minutes old, units had arrived and the scene had been secured.

Instead, the superintendent returned to police headquarters, where he picked up his gear and hit the streets for stops at three police districts on the South and West Sides.

According to witnesses, a man driving a car in the 6900 block of South Paulina was shot in the head by an attacker who fired into the car and fled on foot. Angry residents demanded to know why the gunman got away when police brass were so close to the scene.

On Monday, Northen extended that criticism to Chicago’s $310,000-a-year top cop.

“Jody Weis is a coward. I don’t want to see a coward leading the men and women of the Chicago Police Department,” he said.

“I’ve talked to people at the scene. Somebody even timed it with a mars light. He was only 45 seconds away from officers going in on a perilous assignment where one man ended up dead. He should have responded to the scene and backed up his men. This guy went the other way. He cut and run. He’s a disgrace. If he was a blue-shirt [low-level officer], he’d be an outcast.”

Police Department spokesman Roderick Drew said he would “not dignify” Northen’s “absurd” complaint with a response.

“Instead of talking about the real issues — the recent string of violence across the city — we’re distracted with this absurd complaint,” Drew said.

“The superintendent is out every week in the areas most affected by violence supporting the men and women of the department and strengthening the department’s partnership with the community. At the same time, our officers are confronted by armed offenders who are brazen enough to shoot at innocent people, even with police presence in the vicinity, as we saw twice last week.”

Ilana Rosenzweig, executive director of the Independent Police Review Authority, confirmed that a complaint was filed accusing Weis of “failure to take appropriate police action.”

Since IPRA’s jurisdiction is limited to domestic violence, excessive force and verbal abuse allegations against police officers, the complaint has been referred to Inspector General Joe Ferguson.

“That’s the protocol in place for a complaint against the superintendent that does not fall under our jurisdiction,” Rosenzweig said.

Last year, IPRA recommended a written reprimand against Weis for making a statement in a TV interview that appeared to support Barack Obama’s candidacy for president.

Weis had been interviewed as part of a Channel 7 story on security at Obama’s South Side home.

“He’s our senator, and he’s hopefully going to be our next president, so it’s an honor to serve and protect his home,” said Weis, who was wearing his dark blue police uniform.

Police Department rules prohibit officers from engaging in partisan activity while wearing the uniform or identifying themselves as officers.

As a career FBI agent and the first outsider in nearly 50 years to serve as Chicago Police superintendent, Weis was viewed with suspicion from Day One.

From a morale standpoint, it’s been downhill ever since.

Weis’ decision to wear a uniform even though he has never been a street cop offended the rank-and-file. So did his $310,000-a-year salary at a time when his officers have spent three years working under an expired contract.

Charges have been filed against a man suspected of shooting an 84-year-old man in both his legs in the Ashburn community on the Southwest Side, Chicago police said.

Melvin Hammond, 21, of the 7300 block of South Claremont Avenue, is charged with aggravated battery with a firearm, aggravated battery of a victim over 60, and unlawful use of a weapon, according to police.

The victim was approached in the 7900 block of South Western Avenue and was shot about 5:15 a.m. today, Police said there was no motive for the shooting as of this afternoon.

The victim was taken to Advocate Christ Medical Center in Oak Lawn, but police did not know the severity of his wounds.

A weapon and shell casings were found on the scene. Hammond is scheduled to appear in bond court tomorrow.

An elderly man was shot in both legs during an apparent armed robbery Monday morning on the South Side.
The shooting happened about 5:15 a.m. in the 7900 block of South Western Avenue during an apparent armed robbery, police said, citing preliminary information.
The man, in his 80s, was shot in both legs and was taken to Advocate Christ Medical Center in Oak Lawn, according to police News Affairs Officer Robert Perez, who said the man’s condition had “stabilized” Monday morning.

Shell casings were being collected at 7838 S. Western Ave., according to unconfirmed police dispatch reports.
A McDonald’s restaurant is listed at the South Western Avenue address, about half a block from St. Rita High School, according to a Web directory.
St. Rita was on Easter break until Monday, April 12, according to an automated message on the school’s main phone number.

No one was in custody Monday morning.
Calumet Area detectives are investigating.

A freshman at Douglass Academy High School is in critical condition after he was shot as many as three times while walking to school this morning on the West Side, police said.

A 14-year-old boy was in critical condition after he was shot as many as three times as he was walking to school this morning on the West Side, police said.

The boy, a freshman at Douglass Academy High School, and two or three friends had stopped at a convenience store and bought chips and juice barely two minutes before shots rang out, said Munzer Zidan, the counterman at Stop N Save, 5606 W. Chicago Ave.

Zidan, 31, said he saw the boy lying on the ground several feet from the store. His two friends had run away, he said. Zidan said that he had seen the victim in his store often.

The shooting took place about 8:15 a.m., said Chicago Police News Affairs Officer Laura Kubiak.

The boy was taken in critical condition to Loyola University Hospital in Maywood. Reached by telephone this morning, the victim's 13-year-old brother told the the Tribune that the victim was shot at least once and that he was in the emergency room. He said that their grandmother was with him at the hospital.

Douglass Academy High School is at 543 North Waller Avenue, about a half-mile southwest of where the shooting occurred.

The shooter was described as a male wearing a dark hooded sweatshirt with khaki pants, police said. No arrests have been made.

(NewsCore) - Inmates in one of America's toughest jails are pedaling stationary bikes to generate electricity for their televisions , KNXV-TV reported on Monday.

Maricopa County Sheriff Joe Arpaio debuted the pilot program called “Pedal Vision” at Tent City Jail in Phoenix, Arizona, where inmates already live in harsh conditions in army surplus tents , sweltering in summer temperatures as high as 122F (50C) and freezing in winter.

Under the program inmates pedal customized stationary bikes that generate 12 volts of electricity, with one hour of pedaling equaling one hour of television .

Sheriff Arpaio was thought to have been inspired to create the program when he noticed that many of the inmates were overweight.

"I started with the females because they seemed more receptive to the idea," Arpaio said.

"The only exercise the females get right now is speed-walking around the tents yard and few are doing that. This gives them a reason to get moving and a way to burn up to 500 calories an hour. They won't be charged a monthly gym fee but they will have to sign a contract."

President Obama draws BOO's while throwing the worse 1st pitch in history & wearing a Sox hat at a National's game

As you can see the White Sox hat does not match the baseball jacket.

It's an absolute Fashion Ump no-no, but President Obama had no problems playing both sides of the aisle on Monday afternoon. Though custom dictated he wear a Washington Nationals jacket while throwing out the season's first pitch at Nationals Park, you can see that Obama once again donned a sartorial shoutout to his hometown Chicago White Sox.

After jogging out to the mound before the Nats-Phillies game with his head uncovered, Obama toed the rubber, pulled his familiar Sox cap from his glove and tugged it tight over his head. The crowd sounded momentarily conflicted over the president's pledge of allegiance, but still cheered once Obama went into his windup.

The pitch sailed high to Ryan Zimmerman's(notes) left for a ball — insert political joke here — so Obama is now working a 2-0 count when it comes to presidential first pitches. He bounced one to Albert Pujols(notes) while wearing a White Sox jacket before last year's All-Star Game.

Obama's appearance was meant to commemorate the 100th anniversary of William Howard Taft's first presidential pitch before a Washington Senators-Philadelphia A's game in 1910.

San Francisco, California police crime lab's new woes - army of feral cats

Naomi Conroy, a volunteer who socializes animals at San Francisco's shelter, holds one of the feral cats from the crime lab.

San Francisco's police crime lab, already plagued by a drug-skimming scandal, is quietly dealing with another pesky problem - cats.

A multiplying army of feral felines has moved into a lab hangar at the former Hunters Point Naval Shipyard where the Police Department stores evidence from old crimes. The cats have been sleeping, eating rodents and going to the bathroom around evidence items and police files, some of them boxed up, some out in the open.

One piece of evidence in the area of Building 606 where the cats have been living, police say, is the suit that Mayor George Moscone was wearing Nov. 27, 1978, when former Supervisor Dan White shot him to death in his City Hall office. The suit was not in a box, police say, but was tied up in a paper bundle and was not damaged by the cats.

Newly promoted Assistant Chief Jeff Godown, whom Chief George Gascón put in charge of the crime lab last month, got a look at the problem a few days ago when he toured the Hunters Point property. He ordered the mess handled. And, he said, the cats have to go.
